Tonga National University was established under the Tonga National University Act 2021. It brought together the Tonga Institute of Education, Tonga Institute of Higher Education, Tonga Institute of Science and Technology, Tonga Maritime Polytechnic Institute and Queen Salote Institute of Nursing and Allied Health. TNU is the main national tertiary institution and has accredited examples across Tonga Qualifications Framework levels 3 to 7. Its programmes and delivery arrangements can change, so the current institutional programme list provides the reliable basis for applications. The University of the South Pacific Tonga Campus forms part of the regional university system. It offers study in Tonga through face-to-face, online, print and blended arrangements and serves students in Tonga, including through arrangements connected with Ha'apai and Vava'u. Tonga Police College is a separate institution from TNU. Other registered post-compulsory education and training providers include Tupou Tertiary Institute, Christ's University in Pacific, technical, church and private institutes, and Palu Aviation Services. These institutions do not all offer the same qualifications or fields. A provider's current registration and the status of the specific programme need separate checks. Post-compulsory education and training, abbreviated as PCET, covers education and training after compulsory schooling and is broader than higher education. Study in this area includes only recognized tertiary programmes. Standalone short courses, general continuing education and initial vocational training outside a recognized tertiary programme do not automatically belong to higher education. A certificate, diploma or technical programme belongs within this study scope when the relevant authority recognizes it as tertiary study. Tertiary programmes in Tonga can lead to a Certificate, Diploma, Advanced Diploma, Bachelor qualification, Graduate Certificate, Graduate Diploma or postgraduate qualification. Available fields include education, arts and humanities, business and public administration, information and communication technology, science and technology, agriculture, tourism and hospitality, nursing and other health fields, maritime studies and policing. Programme level, duration, teaching method and progression opportunities depend on the institution and course. The Tonga Qualifications Framework has ten levels, but a qualification title alone does not prove its level or recognition. Admission is provider-specific. An upper-secondary qualification or an equivalent award is commonly required, together with subject prerequisites for the chosen programme. The University of the South Pacific's Tonga National Form Seven Certificate entry requirements generally include at least 50% in English and the required subject profile. Selected law and language programmes use a 60% English requirement. Providers may offer foundation or preliminary study for applicants who do not meet the direct entry requirements. The normal application sequence is application and enrolment, any required finance approval, payment of fees and final registration. Each provider sets its own intake dates, documents and confirmation steps. Published 2026 examples show why costs must be checked by programme rather than estimated from a single average. TNU lists per-course, per-semester fees of TOP 275 for Tonga Qualifications Framework levels 3–4, TOP 330 for levels 5–6 and TOP 385 for level 7. TNU charges a maximum of four courses per semester under that schedule. Science and technology modules are listed at TOP 440 per stage, while maritime study ranges from TOP 330 to TOP 1,320 per stage. USP Pacific TAFE lists Tonga pre-degree fees of TOP 875 for non-science study and TOP 905 for science, plus a TOP 35 laboratory charge. Enrolment, learning materials, accommodation, food, transport and other living expenses can increase the total cost. Funding may come from Tonga Government Scholarships administered through the Ministry of Education and Training Scholarships Unit and related scholarship bodies. Awards can support local or overseas study and may reflect merit or priority fields. Other schemes include Australia Awards, Manaaki New Zealand Scholarships, MEXT and additional donor programmes. Scholarship conditions differ by award. In particular, overseas Tonga Government Scholarship recipients may have return or service obligations, so the award terms should be read before acceptance. Study organization varies across providers. TNU commonly uses semester or stage delivery, while other programmes may use semesters, trimesters or flexible arrangements. Teaching and assessment can include coursework, examinations, practical work, clinical placements and internships. TNU may use English and Tongan together in teaching or support, depending on the programme. The programme description should state the attendance pattern, assessment methods and practical requirements. The Tonga National Qualifications and Accreditation Board checks provider registration and programme accreditation. Provider registration and programme accreditation are different checks: a registered provider is not evidence that every programme it offers is accredited. A provider qualification is also distinct from a National Qualification. Confirm the current accreditation period, qualification level, delivery location and awarding institution with TNQAB and the provider before paying fees or enrolling. The Ministry of Education and Training, TNQAB, TNU, USP, the Scholarships Unit and relevant scholarship committees each have different responsibilities, so the correct institution depends on the question.
