Post-Compulsory Education and Training, or PCET, covers learning outside Tonga's compulsory school system. It includes technical and vocational education and training, tertiary study, community-based education, short courses and adult learning. Tonga does not currently have one nationwide continuing-education service or a proven general entitlement to free upskilling. The national education strategy plans to develop an Adult Education and Lifelong Learning Policy and Action Plan, but this work is still being built. Formal qualifications follow the Tonga Qualifications Framework, which has 10 levels. National Qualifications cover levels 1 to 6, while provider qualifications can cover levels 1 to 10. The Tonga National Qualifications and Accreditation Board, known as TNQAB, registers and accredits providers, monitors quality and oversees recognition. Registered providers include Tonga National University, ʻAhopanilolo Technical Institute, Hango Agricultural College, Montfort Technical Institute, Tupou Tertiary Institute, Toloa TVET and other specialist institutions. Options before or alongside training include Ako Tuʻuloa, also called the Open Access School, entry into academic or vocational programmes, and Recognition of Prior Learning. Recognition of Prior Learning, or RPL, can assess workplace, community or life skills and may support credit transfer, but an informal course or experience does not receive automatic recognition. Admission requirements remain programme-specific, and TNU may assess current or prior knowledge for mature applicants or employees. Training may take place face to face, online, in hybrid classes or through intensive formats. TNU uses Moodle, a digital library and online classes, while workplace attachments, apprenticeships and on-the-job training connect learning with employment. One credit represents 10 notional learning hours. Some science and technology short-term stages last about two to three months, but other durations depend on the programme. TNQAB-approved short courses may form part of a qualification. Published 2026 TNU indicative fees include TOP 275 for a Level 3 or 4 certificate, TOP 330 for a Level 5 or 6 diploma or advanced diploma, TOP 385 for a Level 7 bachelor's or graduate award, and TOP 440 for a science and technology stage. Maritime modules range from TOP 330 to TOP 1,320. Programme, course and term charges vary, and travel, accommodation and internet access can add to the cost. Possible financial support includes Tonga Government Scholarships, the Tonga Australia Support Platform and the Government of Tonga Soft Loan Scheme through Tonga Development Bank at 1% interest, subject to their own conditions. Relevant skills areas include construction, electrical work, automotive work, plumbing, welding, agriculture, sustainable energy, information and communications technology, accountancy, tourism and hospitality, nursing and health, teaching, media, aged care, maritime work, aviation and policing. Access can be harder outside Tongatapu because of transport, connectivity, fees and limited local provision. TNQAB describes open entry where possible, and entry criteria may not exclude applicants because of gender, descent, social origin, place of birth or special needs. Providers must still apply their published admission, assessment, fee and examination rules.
Upskilling in Tonga
Upskilling in Tonga is provided through a fragmented mix of post-compulsory education, technical and vocational education and training, short courses, workplace learning and community-based programmes. The Ministry of Education and Training, Tonga National Qualifications and Accreditation Board, Tonga National University and registered providers support these options. Access, recognition and cost depend on the programme, provider, location and delivery format.

Choose the learning route by the result you need: a recognised qualification, a specific workplace skill, re-entry into formal education or recognition of existing experience. A formal TNQAB-linked programme is usually the safer choice when progression or transfer matters, while a short course or employer-led training may fit an immediate skill gap. Check recognition, total cost, delivery requirements and access conditions before committing.
