The constitutional order covers Saint Vincent, Bequia, Union Island, Canouan, Mustique, Mayreau, Petite Saint Vincent, the Prune Islands and other islands, islets and cays. The King is the head of state and is represented by the Governor-General. Parliament consists of the Governor-General and the House of Assembly, which has 15 Representatives from single-seat constituencies and six Senators. A Bill becomes law after passage in the House, assent by the Governor-General and publication in the Official Gazette. House sessions, motions, petitions, budget addresses and Public Accounts Committee work provide formal public records. The Governor-General appoints the Prime Minister from the Representative most likely to command the support of the House. The Cabinet consists of the Prime Minister and Ministers and is collectively responsible to the House. A Minister leads a portfolio, while a Permanent Secretary manages the department. The Secretary to Cabinet coordinates Cabinet business. The Attorney-General is the principal legal adviser to the Government, and the Director of Public Prosecutions performs an independent constitutional prosecution function. Government is strongly centralised. Ministries and departments cover finance and economic planning, national security, legal affairs and justice, foreign affairs, education, health, agriculture, transport and infrastructure, and tourism. The Public Service Commission appoints, confirms, disciplines and removes public officers under section 78 of the Constitution. The Personnel Department handles Civil Service Orders, recruitment, training, scholarships and human resources. Public-service applications follow Civil Service Orders and the relevant vacancy notice. Government information and electronic services are available through gov.vc, ministry offices and official directories; offices generally operate Monday to Friday from 8:00 to 16:15. Fees and processing times depend on the service. Local government is fragmented rather than organised through one nationwide elected municipal system. Functional local authorities include District Councils for Bequia, Biabou, Lowmans, Park Hill and Union Island; Town Boards for Barrouallie, Calliaqua, Chateaubelair, Georgetown and Layou; Village Councils for Marriaqua and Troumaca; Special Services for West St. George, North Windward, North Leeward and Canouan; and the separate Kingstown Town Board. These bodies are appointed or selected and receive central-government subventions. Government information states that local elections have been suspended since the early 1970s. Their work can include basic services, community infrastructure, property-tax collection and facility management. Access, charges and response times depend on the island and authority, with no single nationwide schedule established across all local bodies. The courts include Magistrates Courts and District Courts, including facilities serving Bequia, Union Island, Canouan and other districts. The High Court Registry is in Kingstown. The Eastern Caribbean Supreme Court provides the High Court and Court of Appeal for participating states, and eligible appeals may proceed to the Judicial Committee of the Privy Council. The Judicial and Legal Services Commission participates in judicial appointments. A person can start a High Court case by filing under the applicable court rules; fees, deadlines and representation depend on the procedure. Judicial review and constitutional redress allow courts to examine public action and alleged constitutional violations. Public money flows through the Consolidated Fund unless a law creates a special fund. Withdrawals require a constitutional charge, an appropriation law or another legal authorisation, and public-debt charges are paid from that fund. The Ministry of Finance and Economic Planning covers the Budget, Treasury, Inland Revenue, Customs and Excise, Economic Planning, Statistics and Census, and Central Procurement. The 2026 Budget Address reports preliminary 2025 current revenue of EC$855.64 million, current expenditure of EC$925.41 million, a current deficit of EC$69.8 million, an overall deficit of EC$404.4 million and public debt of EC$3.49 billion, equivalent to 110.3% of GDP. It also reports debt service at about 39% of current revenue. These are budget-address figures, not an independently audited final account. Public procurement is governed by the Public Procurement Act No. 34. The Central Procurement Board oversees policy and awards, while the Central Procurement Office provides tools, directives, monitoring and information. Tenders and awards are published online. Official procurement information identifies an EC$45,000 approval threshold for the Board. Depending on the purchase, procedures can include open or limited competitive bidding, two-stage bidding, single-source procurement, electronic reverse auctions, requests for quotations and requests for proposals. Supplier eligibility and deadlines are specific to the tender. The Director of Audit is constitutionally independent and audits public accounts, government authorities, courts, constitutional Commissions and the Clerk of the House. An audit report goes to the Finance Minister and then to the House within the constitutional period; the Public Accounts Committee examines the report, unauthorised or excess expenditure and corrective measures. Public officers and police officers may use the Public Service Board of Appeal for disciplinary appeals. The Freedom of Information Act 2003 provides publication duties and a pathway to request, receive assistance with and transfer requests for official information. Applicable document or copying charges and deadlines depend on the request; no single general fee or deadline is established here. No verified government-directory equivalent of an Ombudsman is identified. The Constitution protects life, liberty, security, protection of the law, conscience, expression, assembly, association, movement, property and equality before the law. Restrictions must be based on law and justified by public interest, public safety, public order or public health within the constitutional framework. Government Gazettes, Parliament records, ministry portals, gov.vc and Freedom of Information requests form the main formal information channels. The Ministry of National Security includes the Royal Saint Vincent and the Grenadines Police Force, Coast Guard Service, Fire Service, Passport and Immigration, Prisons, the National Emergency Management Organisation and the SVG Meteorological Office. The Police Service Commission has constitutional independence from direction and control in its functions. The Governor-General appoints or removes the Commissioner and Deputy Commissioner on the Commission's advice after consultation with the Prime Minister. The Coast Guard handles maritime jurisdiction and search and rescue. NEMO coordinates warnings, information, preparedness, response, recovery and evaluation for hazards including hurricanes, volcanic activity, earthquakes, floods, landslides and tsunamis. Passport, immigration, prison, permit and emergency procedures have their own requirements, charges and time limits.
State in St Vincent and Grenadines
Saint Vincent and the Grenadines is an independent Commonwealth state, a parliamentary democracy and a constitutional monarchy under the Saint Vincent Constitution Order 1979, which took effect on 27 October 1979. The Constitution is the supreme law and protects core rights while Parliament, the Cabinet, courts and public administration exercise state functions across the islands. The state uses English and the Eastern Caribbean dollar (EC$), and its island geography makes local services, maritime security and disaster preparedness especially significant.
Tip
Treat Saint Vincent and the Grenadines as a largely centralised state system with island-specific access points. Identify the responsible ministry, local authority, court or security body before submitting anything, because the correct route depends on the service and island. Keep written proof of every request, fee, deadline and response so that you can use the available review, appeal or court process if necessary.
