School in St Vincent and Grenadines

Saint Vincent and the Grenadines has an established national school system. Early childhood education is the formal preparation stage for children aged about 3 to 4 and older. Care for children aged 0 to 2 is separate from school education. In 2023/24, 95 early childhood education centres served 2,939 learners; 15 were state centres and 80 were private. Preschool was not compulsory, and access was not universal. Primary school normally covers Grade K through Grade 6 for children aged about 5 to 12. Secondary school normally covers Forms 1 through 5 for young people aged about 12 to 18. In 2023/24, 67 primary schools and 29 secondary schools were recorded. Secondary schools served 9,318 learners, including 6,691 in public schools and 2,627 in private schools. Local school names include Government, Anglican, Methodist, Seventh-day Adventist, Roman Catholic, Preparatory, Academy, Secondary, High, Community High, Grammar, Convent and Girls' High schools. These labels describe local institutions and do not correspond directly to German school types such as Gymnasium, Realschule or Hauptschule. Parents can generally choose public, assisted private, private or approved home education. Public and assisted primary schools usually give priority based on locality. Primary admission normally begins at age 5. Secondary admission normally begins at age 11 at the start of the school year or by September. A birth certificate and an immunisation certificate or approved exemption are normally required. A transfer requires a parent application, a place at the receiving school, approval from the Chief Education Officer, a transfer letter and a transcript. The Chief Education Officer may approve an exception for secondary admission where a learner has exceptional performance or comes from a foreign school. Parents have a duty to ensure regular attendance from age 5 until age 16. Exceptions include school closure, illness or infection risk, disability, approved home education or special education, an approved educational activity and completion of compulsory attendance. School Attendance Officers can investigate attendance, issue warnings, arrange a learner's return to school and report continued breaches. A parent who breaches the attendance duty can face a fine of up to 1,000 dollars. There is no compulsory preschool attendance. The Ministry of Education, Vocational Training and Innovation, Digital Transformation and Information sets national policy, approves school classifications, supports financing and oversees the national curriculum and textbooks. The national curriculum applies across schools. Primary subjects include Language Arts, Mathematics, Science, Social Studies and Health and Family Life Education. Secondary programmes commonly include English, Mathematics, Integrated Science, Social Studies, History, Geography, Health and Family Life Education, Information Technology, a foreign language and arts. Standard English is used for planned school communication, while Vincentian Dialect can be recognised in its local context. Primary and secondary schools also provide Religious Education and collective worship without requiring a particular denomination; parents can request an opt-out. National Diagnostic Tests assess English and Mathematics in Grade 2 and Grade 4. The Caribbean Primary Exit Assessment (CPEA) is normally taken in Grade 6, with Grade 5 eligibility in the applicable rules, and supports diagnosis and secondary-school placement. The 2024 CPEA had 1,745 registered candidates, 1,737 candidates sitting the assessment and 1,523, or 87.68 percent, reaching the stated standard. The assessment used 300 external marks, worth 60 percent, and 200 school-based marks, worth 40 percent, in Language Arts, Mathematics, Science and Social Studies. Ministry information refers to Civics in one place, so the subject list should be checked against the current official assessment materials. The Caribbean Secondary Education Certificate (CSEC) is the main central secondary qualification. The Caribbean Certificate of Secondary Level Competence, GCE O, AS and A Levels, and London Examinations are also available within the wider assessment system. In 2026, 1,996 CSEC candidates were recorded, including 1,542 school candidates and 454 private candidates. Results were subject to examination and local quality controls and could be delayed, so an unverified success rate should not be used. Tuition in public and assisted schools is generally provided without school fees, but legal exceptions can apply to people who are not CARICOM or Commonwealth nationals. Books, specialised services and other legally specified charges may also remain payable. Private schools set their own fees, and there is no single national private-school tariff. The Book Loan Scheme supported 5,795 of 9,318 secondary learners in 2023/24. State-funded school feeding and nutrition support covers pre-primary and primary learners and provides about one third of a day's nutritional needs; enrolled learners can generally access the programme. Needy-student assistance, secondary grants and bursaries are provided for in law, and secondary learners may receive support through One Laptop per Student. No single national school-transport model is established in the available primary sources. Three special-needs institutions in Georgetown, Kingstown and Bequia served 98 learners in 2023/24. Schools may use integrated classes or separate programmes and should provide the least restrictive and most enabling environment that their resources allow. An Individual Education Plan may be appropriate for a learner who needs coordinated support. Education rights are subject to available resources, and admission rules prohibit discrimination on grounds including religion, race, origin, political opinion, colour, creed, social status, physical handicap and sex in mixed-gender schools. Learners have rights to expression, while parents can receive information about progress, behaviour and attendance, observe teaching, challenge significant decisions and participate in special-education matters. School rules are made by the Principal and Board of Management with written approval from the Chief Education Officer. Degrading or injurious punishment is prohibited. Suspension and expulsion follow procedures involving the Chief Education Officer, with an appeal to the Minister; after expulsion, an alternative education arrangement must be made. Boards of Management handle local governance, the Examination and Assessment Unit manages national assessments, the Curriculum Development Unit develops curricula, and private providers require permits, registration, adequate capacity and suitable staff and remain subject to inspection.
