The local pet system is fragmented rather than organized through one national pet register, nationwide shelter network, pet-insurance system or published routine vaccination schedule. The Animal Health and Production Division, usually called AHPD, provides veterinary medical attention for public and private animals, controls animal diseases and checks imports and exports. The Ministry of Trade and Consumer Affairs administers import licensing and fees, Customs handles border clearance, and the Police and Magistracy enforce the Protection of Animals Act Cap.68. The VSPCA is a private, volunteer-run organization that has operated since 2011. According to its own information, it receives no state funding and offers adoption, rescue, support for pet owners, veterinary care, spay and neuter services, wellness outreach, volunteer opportunities and community education. Its services can depend on capacity and are not guaranteed for every animal. VSPCA outreach documented free spay, neuter and wellness services from 16 to 23 October 2025, but no general price list is published. A person acquiring a pet may use VSPCA adoption, private purchase or rescue. No central national registration procedure for ordinary private purchases or rescues is documented. Responsible ownership includes reasonable care and supervision, appropriate veterinary attention, safe handling and preventing avoidable suffering. The Protection of Animals Act covers dogs, cats and other domestic animals. It prohibits cruel treatment, unnecessary suffering, cruel transport and animal fights. A person convicted of cruelty can face a fine of EC$1,500 and up to three months in prison. A court can also order the animal's removal or another disposal arrangement. Police may arrest in serious cases, and the Act provides for honorary inspectors. If an animal is held in a pound, it must receive at least food and water; failing to provide these for six hours is an offence under the documented rules. No specific national surrender or euthanasia hotline is documented. For a stray, abandoned or unwanted animal, the VSPCA is the documented functional option for rescue, relinquishment and adoption support, but its intake capacity and acceptance of every animal are not guaranteed. Services on the Grenadine islands have not been documented separately, so availability should be confirmed locally before transport. A permit is required before importing a pet from any country and for every species. Apply to the AHPD before shipment; the Ministry of Trade and Consumer Affairs administers the import licence, and the published licence fee is a $5 Revenue Stamp. A permit normally requires at least three working days, remains valid for three months and cannot be transferred. The application records the importer, exporter, number of animals, species, breed, sex, colour and pet health records. Notify the authorities of the arrival at least 24 hours in advance under the trade guidance, or 48 hours for dogs and cats under the AHPD guidance. After-hours and weekend inspection may incur a fee whose amount is not published. At the border, carry the original permit and the original health certificate issued by the official veterinary authority of the exporting country. Without the required permit, authorities may seize, retain or destroy the animal, and AHPD may refuse a non-compliant permit application. The documented rules provide for reasons for refusal but no statutory appeal procedure. Dogs generally require six months of residence and health history in the exporting country, evidence that the country had no rabies during the preceding 12 months for unquarantined animals, an ISO-compatible microchip, an inactivated rabies vaccination from 12 weeks of age, and an antibody test at least three weeks later with a result above 0.5 IU/ml. The laboratory result must be available before the permit is issued. Vaccinations against canine distemper, parvovirus, leptospirosis, hepatitis and parainfluenza are required at least seven days before export. A heartworm test must be performed twice within 72 hours, once in the morning and once after 16:00, and internal and external parasite treatment must take place at least seven days before export. Cats generally require six months of residence and health evidence, proof that the exporting country had no rabies during the preceding 12 months, an ISO-compatible microchip, rabies vaccination from 12 weeks of age and a FAVN antibody test at least three weeks later with a result above 0.5 IU/ml. The documented vaccination requirements include feline rhinotracheitis, panleukopenia, feline leukaemia, calicivirus and Chlamydophila psittaci, together with internal and external parasite treatment. The Ministry of Agriculture lifted the bird-import ban effective 3 September 2026, so the earlier 2019 prohibition is outdated to that extent. A Pet Bird Import Permit remains listed as a form type, and the current species-specific and disease-control conditions should be confirmed directly with AHPD before shipment. Wildlife Protection Act and CITES rules concern wildlife and exotic species, not ordinary private pet keeping.
