Apprenticeship in St Vincent and Grenadines

Technical and Vocational Education and Training, usually called TVET, combines occupational knowledge with practical skills. In Saint Vincent and the Grenadines, apprenticeship-related learning takes place through several pathways rather than one uniform national system. Technical institutes, SVGCC's Division of Technical and Vocational Education (DTVE), youth programmes, ministry training and private providers may use workplace learning, but the exact contract, duration, payment and qualification depend on the programme and host arrangement. Formal options include the technical institutes listed by the Saint Vincent and the Grenadines Skills Development and Training Authority (SSDA): BTI, CPTI, GTI, KTI and NLTI. They offer occupational training connected with National Vocational Qualification (NVQ) or Caribbean Vocational Qualification (CVQ) awards, including CVQ Levels 1 to 3 in local programmes. The CVQ system extends regionally to Level 5. A learner completes the occupational units for which competence has been demonstrated; partial completion produces a statement for the completed units rather than a full occupational qualification. SVGCC DTVE offers applied certificates and applied associate degrees through three departments and two locations, with full-time and part-time study. A DTVE certificate often takes two semesters or one academic year, while an applied associate degree generally takes two years. For 2025/26, published DTVE fees were approximately EC$710 to EC$1,010 in the first year of an applied associate degree and about EC$480 in the second year, or roughly EC$1,190 to EC$1,490 in total. Certificate fees were approximately EC$890 to EC$1,010. Books and other costs were not included. Applied associate degree applicants generally need five CSEC subjects including English A, while certificate applicants generally need four including English A, together with any additional programme requirements. Technical institute requirements vary by programme. SVGCC applications are submitted online; the published 2026 application window was 19 to 24 August. Non-formal options include YATE, which serves unemployed or underemployed people aged 17 to 40 through career coaching, financial literacy, entrepreneurship and skills training. Its skills courses commonly run for 12 to 16 weeks, but the available cohort data from 2022/23 does not establish current duration or fees. Ministry skills training is available from age 16 and can last up to two years, supporting entry into paid work or self-employment. The NQD Evening Programme provides another access pathway, with detailed conditions depending on the current programme offer. YES has also used apprenticeship training for out-of-school people aged 16 to 30, with in-person registration. Its policy records an EC$450 monthly stipend, but that policy information is historical and does not establish a current entitlement; a stipend is not the same as general employment pay. The SSDA, a statutory National Training Agency under the SSDA Act 2010, sets occupational standards and supports quality assurance, training-centre approval, and assessor and verifier arrangements. The NQD is the SSDA secretariat. These functions help connect training and assessment with occupational standards, but they do not create one employment contract for every apprentice. The reviewed sources do not establish a nationwide apprentice minimum wage, social-protection rule or uniform termination regime. A host company or programme may set attendance, conduct, uniform, supervision and payment conditions. SVGCC learners also follow institutional discipline rules and fee obligations. A written agreement should state the training tasks, schedule, supervision, assessment, payment or stipend, equipment, insurance and ending conditions where applicable. Work-based learning can also remain informal. Employment, self-employment, family businesses, community activities and earlier informal training can provide evidence of occupational competence. Through Prior Learning Assessment and Recognition (PLAR), the learner may present work samples, photographs or videos and validation letters. SSDA or NQD assessment against occupational standards can lead to certification without repeating every part of a full training programme. The result depends on the evidence and the occupational standard, not simply on the length of time spent working. Progression varies by pathway. A short course of around 12 to 16 weeks may lead to a unit award or CVQ assessment. Ministry skills training can extend to two years, a DTVE certificate commonly takes one academic year, and an applied associate degree generally takes two years. Technical institute training can support progression from CVQ Level 1 to Level 3 and later regional qualifications. Completion can support occupational entry or self-employment, but no pathway automatically places the learner in a job. The scale of formal institute training also changes by data source and date. The 2023/24 Education Statistical Digest recorded 422 technical-institute learners, compared with 248 in 2022/23, while the digest referred to four institutes and the current SSDA list contains five including NLTI. These figures should therefore be read with their reporting date and institutional scope. Apprenticeship in Saint Vincent and the Grenadines is best understood as a set of formal, programme-based and informal work-learning options whose recognition, costs and protections must be checked individually.
