Pets in Suriname

The Surinamese term huisdier or gezelschapsdier refers to a companion animal, while houder means the natural or legal person responsible for it. Suriname has no evidenced nationwide pet register, compulsory microchip system, municipal dog licence, pet-holder insurance scheme or state animal shelter. Local access therefore depends strongly on private veterinary clinics, rescue organisations, adoption groups and available capacity. The Stichting Dierenbescherming Suriname provides shelter, deworming, vaccinations, veterinary treatment and sterilisation from five months of age. Its centre is in Paramaribo and its capacity is limited, so a prior report is appropriate before bringing an animal there. Help Save Animals Suriname also supports adoption, vaccination, deworming, sterilisation and dierenpaspoort documentation, but nationwide coverage is not established. Sterilisation projects are a key response to unwanted litters and stray animals. A 2024 project published prices of SRD 250 for cats and SRD 450 for dogs, especially Surinaamse mix animals and female animals; these were project prices rather than a general current tariff. The Ministerie van Landbouw, Veeteelt en Visserij (LVV), including its Directoraat Veeteelt, Veterinaire Dienst and Veterinaire Inspectie, handles the formal veterinary framework. The Hoofd Veterinaire Dienst and the Afdeling Grenspostbewaking are involved in import controls. A person bringing a dog or cat into Suriname needs a veterinary import permit, a health certificate in Dutch or English issued by the competent authority in the country of origin, and the required examination, vaccination and treatment records. The clinical examination must take place no more than seven days before export. Dogs require vaccinations against parvovirus, canine distemper, leptospirosis, coronavirus, hepatitis and parainfluenza. Dogs and cats need rabies vaccination according to the manufacturer's instructions. If the origin country is not rabies-free, an antibody test taken three to twelve months before shipment must show at least 0.5 IU/ml under WOAH standards. The arrival location and time must be reported at least 48 hours in advance. Formal import controls apply at Stolkertsijver, Zorg en Hoop International Airport and Johan Adolf Pengel International Airport. After arrival, the animal must remain separated for at least two weeks. During that period, moving, selling or giving away the animal requires approval from the Hoofd Veterinaire Dienst. Illness symptoms must be reported immediately, and inspectors may carry out proportionate inspections or sampling. Non-compliance can lead to refusal of entry or withdrawal of the permit, with the importer paying resulting costs. A complete permit application normally takes at least three and at most fifteen working days to process. An appeal to the Directeur LVV does not suspend the decision. The current public permit fee is not established, so transport, certification, testing, quarantine and inspection costs need separate budgeting. Pet shops may sell non-prescription oral vitamins, deworming products and care products. A veterinarian must diagnose illnesses, prescribe medicines and sell prescription medicines. Each animal's origin must be traceable, veterinary medicines require the relevant import permit, and injectable medicines may only be administered by veterinarians or Animal Health Assistants. Suriname's Wet Dierenwelzijn requires suitable food, appropriate housing, protection from weather and veterinary care where needed. The rules also address tethering, space, cages and shelters, feeding and drinking equipment, lighting, air movement or cooling, fencing, grooming, watering, treatment, vaccination and training. Cruel treatment, avoidable pain or injury, serious welfare impairment, neglect through starvation or failure to obtain needed veterinary care, abandonment and leaving an animal helpless or unsupervised are prohibited. Animal fighting is also prohibited, and transport must avoid pain and severe distress. The LVV publishes a list of certified veterinarians. Private clinics, particularly in Paramaribo, provide consultations, vaccinations, deworming, surgery and emergency treatment, but there is no reliable nationwide veterinary or emergency-service map and fees are not centrally standardised. For international travel or export, the destination country's rules control the required documents and tests. The Veterinaire Dienst can issue an international veterinary health certificate, and re-entry into Suriname can again require an import permit, health documents, rabies compliance and quarantine. A person who can no longer keep an animal should contact a rescue organisation, dierenasiel or dierenambulance early and explain the situation. Shelter admission depends on capacity. Abandoning an animal is unlawful. A locally listed Dierencrematorium was closed because of oven renovation, and no nationwide burial or registration duty has been evidenced. Wild animals and CITES-protected species do not follow the ordinary pet pathway; their possession or movement may require separate LBB or CITES permissions.
