Apprenticeship in Suriname

Formal vocational education in Suriname is coordinated mainly through the Ministry of Education, Science and Culture's Directorate of Vocational Education (DBO). Practical education, called Praktijkonderwijs (PO), can lead through practice modules to work or through practical learning combined with general subjects to a certificate. Lager Beroepsonderwijs (LBO) normally lasts two learning years after successful completion of leerjaar 10, while Middelbaar Beroepsonderwijs (MBO) follows successful completion of leerjaar 12 from LBO or MULO. These programs can include company internships, and recent policy evidence places internships at about 30% of total learning time in recognized programs, but they are not the same as a single national apprenticeship model. Work-based learning in Suriname is organized through individual school-company partnerships, workplace supervision and guest instruction. Employers may therefore provide practical training, but the arrangement can differ substantially between companies and occupations. Current evidence does not show a general apprentice contract, guaranteed wage or stipend, standardized social protection or national complaint system applying to all apprenticeship-style placements. The labour ministry's training arm, SAO, offers non-formal vocational courses for people aged 16 and older, including jobseekers, young school leavers and people changing occupations. Its fields include construction, metalwork, care and services, installation and electrical work, information technology, mining, plumbing, refrigeration and textile work. Day courses average about 12 months and normally include a two- to four-month internal or external internship. Evening training often lasts about four months, but an internship is not automatically included. In 2025-2026, SAO reported 220 starters in courses such as refrigeration, house-installation electrical work, plumbing, textile work, auto body repair, nursing assistance, construction and light-structure welding. Costs vary by course, study schedule, subsidy and sponsor. A subsidized fee for early school leavers has been reported at SRD 200 per course, while nursing-assistant training was listed at SRD 750. A 2025 textile-work course example required a minimum age of 16, GLO+ and four months of training at a total cost of SRD 6,000. Some participants receive support: APA Suriname funded training in machine woodworking and house-installation electrical work in 2026, including waived monthly SAO contributions for 33 participants. The Directorate of Welfare and Labour also supports employment-focused training. The Leri fu Feni Wroko program offers 425 places in nine fields, with an average duration of six months, for selected jobseekers from all districts. Training is free for selected participants and has included hospitality, front office, housekeeping, customer experience, chauffeur work, security, heating, ventilation and air-conditioning, and warehouse work. Selection and participation conditions belong to the specific program rather than to a general apprenticeship entitlement. Certification is also developing. The Suriname National Training Authority (SNTA), established under Wet S.B. 2020 no. 132, works on occupational standards, competency-based education and training, provider recognition, assessment, registers and national or Caribbean vocational qualifications. It can assess formal, non-formal and informal learning, including skills gained through work, life experience, self-study and family experience, through recognition of prior learning. A 2026 SAO, SNTA and LEAF Upskill & Excell project used SNTA certificates for selected construction, plumbing and painting training instead of SAO certificates alone. SNTA's legal scope excludes regular formal education and health-care training, so DBO programs and health-related training follow separate institutional arrangements. Completion can lead to an SAO certificate, an SNTA certificate under a specific project, entry to employment or further education, depending on the program. An LBO examination can provide access to MBO or, in some cases, participation in an HAVO or VWO admission examination. None of these qualifications by itself guarantees a job unless a particular project or employer has made a documented commitment. Participants are generally expected to attend, follow instructions, communicate, observe safety and discipline rules, work cleanly and develop basic workplace skills. The Wet Arbeid Kinderen en Jeugdige Personen restricts work by age and risk: children aged 13 to 15 may perform only certain light work under conditions, while those aged 16 and 17 may enter the labour market but may not perform dangerous work. An on-the-job training placement involving a minor therefore requires age-appropriate duties and protective arrangements. National policy is moving toward stronger coordination. The National Education Policy 2024-2031 includes development of a national qualifications framework for technical and vocational education, and tripartite skills-anticipation work involves public authorities, employers and unions. A 2025 memorandum concerns specialized programs, apprenticeships and internships in priority sectors, while a 2026 agreement involving MinOWC, the Directorate of Welfare and Labour, Staatsolie and TotalEnergies addresses quality, dropout reduction and energy, oil and gas skills. These developments indicate formalization in progress, not an already uniform apprenticeship system. A prospective participant should therefore confirm the provider, employer, duration, internship terms, certificate, payment, safety protection and complaint contact in writing before starting.
