Paraguay’s higher education system operates under the Constitution, Law 4995/2013 and Law 7301/2024. Higher education institutions, commonly abbreviated as IES, include universities, institutos superiores and third-level professional institutes regulated by the Ministry of Education and Sciences, known as MEC. Universities cover several areas of knowledge, research, teaching, professional training and extension, while institutos superiores focus on a specific area. Third-level professional institutes include teacher-training institutes and technical institutes. Special higher institutes also operate under the armed forces and police. A program belongs to higher education when it is part of the tertiary sector, follows an approved curriculum and leads to a recognized qualification; primary and secondary schooling, initial vocational training outside the tertiary system and standalone continuing education belong to separate areas. Pregrado may lead to Técnico Superior, Profesor or Técnico Docente. A Técnico Superior is a professional or operational technical qualification and does not by itself authorize teaching. Grado programs include qualifications such as Licenciatura and Ingeniería, generally require at least four years and 2,700 hours, and commonly last five or six years depending on the career. Postgrado includes capacitación, especialización, maestría and doctorado; these may lead to Especialista, Magíster or Doctor, and entry to a postgrado requires a grado qualification. Study may be presencial or distance-based, but distance education requires a legally authorized institution, suitable infrastructure and equipment, trained teaching staff and an approved curriculum and assessment system. Admission normally requires completed Educación Media and its certificate or equivalent, followed by the institution’s application and matriculación process. An institution may also require a preparatory course, entrance examination, merit selection or additional documents such as an identity document, birth certificate, photographs and proof of payment where applicable. Foreign applicants may need apostilled or legalized records, recognition of foreign secondary studies by the MEC, an identity document and migration or admission documentation; Spanish-language competence may also be required under Ley 7324/2024 and CONES rules. The Consejo Nacional de Educación Superior, or CONES, sets national policy, regulates higher education, authorizes programs and campuses, maintains the official offer registry and can order closure. The MEC registers titles, maintains national records and handles recognition of foreign secondary studies. The Agencia Nacional de Evaluación y Acreditación de la Educación Superior, or ANEAES, carries out independent technical evaluation and accreditation. Habilitación by CONES and acreditación by ANEAES are different checks, so one does not replace the other. Students should verify the institution, sede or filial and career in the official registry and check accreditation where it affects the profession, public funding, scholarships or public contracting. Arancel Cero covers admission courses and grado study at eligible public universities and named institutions such as ISBA, INAES, MEC-dependent teacher-training institutes and INS. Eligibility commonly depends on graduating from an official or subsidized secondary school or proving vulnerability, and the applicable call defines the covered institution and conditions. Private tuition, matrícula, examination fees, materials, transport and living costs remain dependent on the institution and the student, while postgrado study is not covered by degree-level gratuity. State scholarships and credits may support low-income students at public or private IES through programs and portals such as Becas Gobierno del Paraguay, Itaipú, Yacyretá, SNJ and BECAL. Calls commonly combine merit and socioeconomic criteria and may offer mobility or desarraigo support. Students have rights relating to access, quality, academic mobility, graduation, scholarships or credit and student representation, subject to institutional rules. The IES awards the title, but registration with the MEC provides official recognition; regulated professions may require additional registration with the competent authority. Full qualifications obtained abroad require recognition through CONES before MEC registration. After graduation, a person may enter employment, complete professional registration where required, continue to postgrado study or pursue academic mobility.

Higher education in Paraguay, locally called Educación Superior, covers tertiary study after Educación Media at authorized public or private higher education institutions. Programs include pregrado, grado and postgrado, leading to qualifications such as Técnico Superior, Licenciatura, Ingeniería, Especialista, Magíster or Doctor.
