A certificate from SNPP or SINAFOCAL documents completion or demonstrated skills, but it does not automatically equal a baccalaureate, technical qualification or higher-education degree. SINAFOCAL can assess work experience with or without previous formal training against approved professional profiles and issue a competency certificate through the MEC- and MTESS-supported model. This certification does not automatically grant a regulated professional licence or admission to another education programme. Employers, trade associations, private providers and companies add workplace training and other non-formal options, while self-learning and experience become formally useful when an institution assesses or recognises them. There is no single nationwide fee schedule. Tuition may be free for a particular public course, while materials, transport, internet access or other course-related expenses can remain with the participant. Participation in a published course follows its stated criteria; Paraguay has no general entitlement to a specific course, job, scholarship or automatic recognition.
