Paraguay uses several forms of vocational education, including workplace apprenticeship, Formación Profesional Dual and courses offered through the Servicio Nacional de Promoción Profesional (SNPP). The Contrato de Aprendizaje is the main legal basis for an employment-based apprenticeship. It must be written, prepared in three copies and submitted for homologation and registration with the Dirección de Trabajo under the Ministerio de Trabajo, Empleo y Seguridad Social (MTESS). The training schedule must form part of the arrangement. One copy goes to the authority, and public MTESS guidance indicates processing within 48 hours after a complete application is received. The employer provides practical training, protection and registration, while the apprentice performs the agreed work and participates in the training. The employer must register the relationship in the Registro Electrónico de Obreros y Empleados (REOP) and provide social insurance through the Instituto de Previsión Social (IPS). The apprentice must receive at least 60% of the applicable statutory minimum wage. The standard period is one year, with an option to extend it. Completion does not guarantee permanent employment; the company may hire the graduate, but the graduate may also continue elsewhere or start further training. Age requirements depend on the applicable model and current MTESS rules. Current MTESS information refers to applicants aged 16 to 29, while detailed rules for an eight-hour model refer to ages 18 to 25 and older guidance used 16 to 25. The applicable age range should therefore be confirmed with MTESS before signing. Apprentices aged 16 or 17 need additional authorization through the Registro del Adolescente Trabajador (RAT), parental or guardian authorization and the involvement of the local CODENI. Dangerous child labour is excluded, and working hours for minors may not exceed six hours per day. Dual vocational education combines company practice with institutional theory. The SNPP MoPaDual model uses approximately 70% company practice and 30% SNPP instruction, with a curriculum of about 3,600 hours over two years. A school or specialized training institution may also provide the theoretical or practical component. Paraguay's broader dual system is established through the Código Laboral, MTESS rules, SNPP programs and individual agreements; a single new law for dual vocational education was still being prepared as a bill in 2026. Training access, schedules, occupations and places vary by department and by the program announcement. SNPP and SINAFOCAL courses are regularly free, although transport, materials and time can still create costs. Private training institutions may charge their own fees. SINAFOCAL coordinates and supervises accredited public and private institutions through REIFOCAL, while the Consejo Nacional de Promoción Profesional (CNPP) organizes occupational profiles. Apprenticeship and dual training are available in fields such as administration, agriculture, automotive work, construction, electricity, hospitality, food industries, mechanics, information technology and logistics. A certificate or competency record can document the training, but it does not automatically equal a Bachiller or técnico superior qualification and does not guarantee a job or admission to higher education.
