Guyana's Constitution, Chapter 1:01, is the Supreme Law. It defines the state as indivisible, secular, democratic and sovereign, protects fundamental rights and establishes the main institutions of government. The President is Head of State, holds supreme executive authority and serves as Commander-in-Chief. The Prime Minister is the President's principal assistant and leads government business in the National Assembly. The Cabinet consists of the President, Prime Minister, Vice-Presidents and Ministers, and is collectively responsible to Parliament. Parliament consists of the President and the National Assembly and deals with laws, the national budget, taxation, public order and good government. The judiciary is centred on the Supreme Court of Judicature, which includes the Court of Appeal and the High Court. The Chancellor leads the judiciary and the Court of Appeal, while the Chief Justice leads the High Court. Constitutional and statutory bodies add checks on public power, including the Director of Public Prosecutions, Judicial Service Commission, Public Service Commission, Police Service Commission, Teaching Service Commission, Ombudsman, Auditor General, rights commissions and the Public Procurement Commission. Guyana has ten administrative regions: Barima-Waini, Pomeroon-Supenaam, Essequibo Islands-West Demerara, Demerara-Mahaica, Mahaica-Berbice, East Berbice-Corentyne, Cuyuni-Mazaruni, Potaro-Siparuni, Upper Takutu-Upper Essequibo and Upper Demerara-Upper Berbice. Each region has a Regional Democratic Council, or RDC, and a Regional Executive Office. The Regional Executive Officer is the centrally appointed chief administrator and performs accounting responsibilities. Municipalities, Neighbourhood Democratic Councils, or NDCs, village and community councils, and Amerindian councils provide other forms of local administration. An Amerindian village commonly works through a Toshao or Captain and a Village Council under the Amerindian Act. The Constitution treats local government as an integral part of democratic state organisation and connects regional development with national planning. The ten RDC structures were dissolved and reconstituted in 2025, so current regional arrangements should be checked with the responsible authorities. Local bodies may handle roads, drainage, bridges, markets, waste collection, building or zoning matters and environmental health supervision. The responsible access point depends on the service: an RDC, NDC, municipal council, village council or the Ministry of Local Government and Regional Development. Fees, licences, local charges and processing times vary by council and service; Guyana has no single state-wide tariff or deadline for all local services. The Office of the President coordinates the Executive, supported by the Office of the Prime Minister, ministries, departments, statutory bodies and state agencies. Relevant ministries include Finance, Home Affairs, Legal Affairs, Local Government and Regional Development, Public Service and Amerindian Affairs. The Public Service Commission handles appointments, promotions, removal and discipline within its constitutional jurisdiction. The Ministry of Finance manages the budget, Treasury and fiscal policy. The annual Appropriation Act and Budget Estimates authorise public spending. The Natural Resource Fund operates under the Natural Resource Fund Act 2021. The 2026 Budget projects approximately USD 2.374 billion in transfers from the Fund to the Consolidated Fund and an end-year Fund balance of approximately USD 3.716 billion. Oil-based revenue therefore forms a major current fiscal and governance context, with continuing risks involving resource dependence, public spending, procurement and debt oversight. The Auditor General independently audits public accounts, ministries, departments and regions. The Public Accounts Committee reviews audited accounts and oversees the Auditor General. Parliamentary sectoral committees examine policies, administration and good governance. The Ombudsman investigates injustice by public departments and authorities and may issue recommendations, special reports and annual reports. The Integrity Commission deals with integrity, conflicts of interest and declarations under its governing law. The Public Procurement Commission and procurement administration oversee public purchasing. Rights bodies address human rights, women's and gender equality, Indigenous peoples' rights, children's rights and ethnic relations. Depending on the problem, a person may submit a complaint or report, petition the National Assembly or seek judicial review. Each institution has its own procedure and timeframe. Official public information comes from the Department of Public Information, the Official E-Gazette and Parliament's website, which publishes bills, Acts, Hansard, sittings, committee documents and petitions. National Assembly sittings are generally open to the public, subject to security and gallery-access rules. Under the Access to Information Act 2011, every Guyanese citizen and every person domiciled in Guyana may request official documents from the Commissioner of Information in the legally required form. The application has no fee, although copies or other reproduction may cost money. Exceptions cover protected, security-related and classified information. Internal security, immigration, public order and safety fall mainly within the Ministry of Home Affairs. The Guyana Police Force enforces the law and maintains public order; the Guyana Prison Service keeps people in safe custody after court orders; and the Guyana Fire Service handles fire prevention, rescue and related emergencies. The Guyana Defence Force protects sovereignty and territorial integrity, including borders, airspace and maritime zones, and may assist civil authorities with law and order, disaster response, search and rescue and peace-support operations. The Coast Guard covers maritime security and the exclusive economic zone. The Joint Services Coordinating Council coordinates security and emergency services, while the parliamentary Security Sector Oversight Committee examines policies and administration of the disciplined forces. Complaints and service requests must be directed to the relevant police, fire, prison, immigration or oversight channel.
