Upskilling in Guyana

Continuing education in Guyana is an established but fragmented offering from various government bodies, educational institutions, employers and registered private providers. The Technical and Vocational Education and Training Unit of the Ministry of Education, the Council for Technical and Vocational Education and Training (C-TVET), the Ministry of Labour and Manpower Planning with the Board of Industrial Training (BIT), the University of Guyana Institute of Distance and Continuing Education (UG-IDCE), the National Centre for Educational Resource Development (NCERD) and the Ministry of Human Services and Social Security with the Women’s Innovation and Investment Network (WIIN) perform different functions. Technical and vocational courses often lead to occupational skills or qualifications such as the Caribbean Vocational Qualification (CVQ). Technical institutes, Practical Instruction Departments, Practical Instruction Centres and C-TVET-registered private providers offer post-secondary programmes for this purpose. BIT organises locally and regionally advertised courses as well as community and apprenticeship programmes; according to the Ministry of Labour, BIT courses are free, while duration and admission depend on the specific programme. UG-IDCE offers distance and part-time courses for certificates, diplomas, professional development and academic upgrading. Depending on the course, CXC subjects, English and mathematics skills, work experience or access through an adult-entry arrangement may be required. Registration may require a form, two passport photographs and full payment of the course fee. Published fee examples include G$30,100 for Basic English with 30 hours, G$30,100 for Cakes or Cosmetology with five weeks and 20 hours, G$65,500 for an online Project Management programme with 15 weeks and 60 hours, G$120,000 for a Certificate in Occupational Health and Safety with 120 hours and G$268,906 for a one-year Certificate in Web Application Development. Fees may change; an administrative fee of G$1,000 per course may also apply. Prior Learning Assessment and Recognition (PLAR) assesses previously acquired formal, non-formal or informal competencies. These competencies can be recognised only if the evidence is valid, genuine, current and sufficient; the number of years of work experience alone is not enough. Depending on the outcome, PLAR may contribute to a CVQ, a National Vocational Qualification or the recognition of individual units. NCERD and the Education Sector Plan include adult literacy, continuing literacy, life skills and open, digital and distance-learning options. Employer and on-the-job training are also functional pathways for continuing education, but their nationwide reach has not been reliably quantified. Access to TVET is intended to be open to citizens and residents; institutions are expected to accommodate people with disabilities and, where needed, offer regional, mobile or digital formats. Actual availability depends on the provider, course, region and announcement, and remote areas do not have the same density of provision as central locations. C-TVET monitors standards and registers providers of post-secondary training. The Accreditation Council of Guyana is responsible for accrediting courses and institutions. At UG-IDCE, attendance of less than 25 percent may result in exclusion from the final examination. Written withdrawal within one month may allow a refund of 75 percent of the course fee; if a course is cancelled, 100 percent is provided, while after the course begins there is normally no refund. A course change must be requested in writing within 28 days and may result in additional costs. The most suitable continuing-education pathway depends on whether an accredited vocational qualification, a short occupational supplement, a flexible part-time format, an apprenticeship contract, recognition of existing experience or an academic progression route is needed. The National TVET Policy 2025–2035 makes vocational skills development particularly relevant to workforce growth, oil and gas, agriculture, infrastructure and digital development. There is no reliable evidence of a nationwide uniform continuing-education advisory service, an individual education voucher or a statutory entitlement to free continuing education.
