Apprenticeship in Guyana

The formal apprenticeship system is administered mainly through the Ministry of Labour and Manpower Planning and the Board of Industrial Training (BIT). The Ministry of Education and the Council for Technical and Vocational Education and Training (CTVET) oversee wider technical and vocational education, including standards, curricula, monitoring, provider registration and national testing. The National Accreditation Council handles accreditation and equivalency for post-secondary and tertiary qualifications. A formal apprenticeship applies to a scheduled trade or craft under the Industrial Training Act, Cap. 39:04. Entry generally starts at age 15. The apprentice trains at a workplace under a licensed Master and attends technical classes where available. The agreement must be registered with the Board within two weeks. An apprentice under 18 needs the signatures of the apprentice, a parent or guardian and the Master, together with Board approval. A person older than 17 entering the statutory apprenticeship system requires special Board sanction. The wider technical and vocational system provides another important way to gain occupational skills. BIT lists more than 70 programmes, including construction, electrical work, welding, refrigeration, automotive repair, agriculture, digital and information technology, business, hospitality and creative services. Listed BIT programmes generally accept applicants from age 15 without previous qualifications, although each programme can set its own conditions and deadline. Public and private providers, including the Government Technical Institute, New Amsterdam Technical Institute, Linden Technical Institute, Essequibo Technical Institute, Guyana Industrial Training Centre and regional centres, offer full-time, evening, day-release, modular and workplace-attached study. Access also includes programmes serving hinterland and riverine communities. Evening and day-release study can require related work experience, while mature applicants aged 26 or older without entry qualifications may need to pass an entrance examination. Training combines practical work, theory and competency assessment. CTVET policy describes basic institutional training as a two-year programme with about 60 percent practical and 40 percent theoretical learning, but public programmes commonly last about two to four years. The Board sets the statutory apprenticeship period for each trade. It may credit previous service or reduce the remaining period by up to 12 months when the apprentice demonstrates the required competence. Competency Based Modularized Training evaluates knowledge, skills, attitudes, values and entrepreneurial skills. Assessment can include continuous progress records, practical demonstrations, technical classes and national or regional occupational standards. Successful candidates may receive a Board certificate of competency or a Caribbean Vocational Qualification, which is recognised across CARICOM. A certificate does not guarantee employment or self-employment. A formal apprentice is paid according to statutory minimum percentages of the artisan minimum wage: at least 20 percent in the first year, 30 percent in the second, 50 percent in the third, 70 percent in the fourth and 90 percent in the fifth. One third of the wage is deferred in the Government Savings Bank. A Master may arrange tool purchases with wage deductions within the legal limit. The Master must provide practical training, progress reports and lawful working conditions. The apprentice must follow lawful instructions and workplace rules, attend technical classes where required and maintain proper conduct. The Board can inspect workplaces, decide disputes and order measures such as reinstatement, transfer or cancellation. The statutory text is set out in L.R.O. 1/2012, while the current tariff and application should be confirmed before relying on a payment figure. BIT programmes are free, although materials, equipment, transport, accommodation and any programme-specific charges can still create costs. Statutory apprenticeship is paid work rather than tuition-only study. After completion, a person can enter employment, start self-employment or continue into higher vocational training. The system is established nationally but remains fragmented in capacity and practice; there is no evidence of one uniform dual system covering all trades. Dated examples include 233 participants in the 2023 National Apprenticeship Programme, a 2025 two-year electrical and basic solar photovoltaic programme for 20 women, nine 2025 welding and fabrication graduates from DHBC, and 231 BIT graduates across eight programmes in Region 6 in 2025.
