The Ministry of Education, Culture, Science and Technology (MoECST) coordinates adult education and continuing education, including literacy, numeracy, life skills, technology and vocational qualifications. The Education and Training Act 2010, section 67, provides for post-secondary, further and higher education and training through institutions and programmes approved by the ministry. However, this does not create an automatic entitlement to a specific course or place. The Belize Education Sector Plan 2026–2030 sets the goals of aligning TVET more closely with the needs of the economy and making adult education support learning for life and work. ACE is generally intended for people aged 16 or older who have at least a Primary School Certificate. Depending on the programme, lower- or upper-secondary content, vocational knowledge and a High-School-Equivalency qualification may be central. Such programmes often last three to four years and include at least 30 school weeks per year; a CSEC examination may be possible at the end, but it is not generally mandatory. Costs, dates and access requirements vary by institution and programme. TVET is competency-based and ranges from preparatory offerings to Levels 1 through 3. For Level 1 and higher levels, practical access often begins at around age 15, usually with a Primary School Certificate and placement testing in mathematics and English. Many programmes last approximately one year, while shorter courses are also available. After successful completion, a TVET certificate (TVET Certificate) is awarded. The optional Belize National Vocational Qualification (BzNVQ) confirms only the competency components that have been assessed and passed. The University of Belize (UB) offers, through its Office of Open and Distance Learning (ODL), non-credit and credit-bearing courses for personal development, professional development and customised training. The requirements, target group, course fee, and start and end dates are specified for each individual course. Payment must be made at least ten working days before the course begins. If a participant withdraws at least five working days in advance, a full refund is provided; after that, the fee is not refunded. A late fee applies from two working days after the course begins. Depending on the course, participants receive a certificate of participation or completion, and credit-bearing offerings may also provide UB credits and, where applicable, CPD credits. Continuing Professional Development (CPD) means professional development intended to maintain or expand a professional licence. For a full licence (Full Licence), teachers need at least 120 CPD hours within five years under the Education (Amendment) Rules 2012. The Teacher Learning Institute offers synchronous and asynchronous learning formats for this purpose. In tourism, the Belize Tourism Board (BTB) certifies, among others, tour guides; Elevate Training Institute offers certified short courses in areas such as Hospitality, Lodging, Culinary, Tour Guiding, Flats Fishing, Diving and Birding. Training for tour guides lasts approximately three and a half to four months, or around 166 hours, and is supplemented by refresher and specialist courses. Access may be national, regional or directly through an institution. Scholarships and grants may be available in individual programmes, but there is no general nationwide funding entitlement. A complete university degree is not part of this upskilling area. Language courses count only when they are a functional component of another upskilling programme; apprenticeships and Prior Learning Assessment and Recognition (PLAR) belong here only insofar as they demonstrably support skills development or a transition into further education and training.
Upskilling in Belize
Adult and continuing education (Adult and Continuing Education) and skills development in Belize are distributed across several institutions and programmes. ACE complements academic, vocational and practical life skills, while technical and vocational education and training (Technical and Vocational Education and Training) provides practice-oriented qualifications. Additional offerings include course-based programmes at the University of Belize and professional development for teachers and the tourism sector. There is no nationwide unified portal, general entitlement to a course or uniform fee schedule.

First determine whether you need a school qualification, a practical vocational qualification, a single additional skill or professional development required by occupational regulations. ACE is generally more suitable for completing school-level education, TVET for practical skills, UB-ODL for individual flexible courses and CPD for regulated professions. Check the provider, requirements, qualification, total costs and deadlines directly, because Belize has no unified upskilling portal and no general entitlement to a course or funding.
