Azerbaijan holds several kinds of nationwide and local votes. The main forms are presidential elections, parliamentary elections, municipal elections, and referendums. In a presidential election, eligible voters choose the president of Azerbaijan. The country is treated as one nationwide electoral area for this purpose, and the result is determined under the rules for presidential voting. In a parliamentary election, voters elect members of the Milli Məclis. Azerbaijan uses territorial single-member constituencies, meaning each constituency chooses one representative rather than voting only for a nationwide party list. Municipal elections choose members of bələdiyyələr. These elected bodies address a limited set of local matters and must not be confused with local executive authorities, whose leaders are part of the executive state structure rather than elected as municipal mayors under a foreign-style system. A referendum asks voters to approve or reject a question placed before the electorate. It is a form of direct voting and is different from choosing a candidate for public office. The Central Election Commission, known as the Mərkəzi Seçki Komissiyası or MSK, leads election administration. Lower commissions organize work in constituencies and polling stations, including voter lists, ballots, voting procedures, counting, and formal records. Candidates enter an election through the legally defined nomination and registration process. Depending on the election, nomination may involve political parties, groups of voters, or self-nomination, followed by document checks and other formal requirements. On voting day, a voter normally attends the assigned polling station, proves identity, receives the appropriate ballot, marks it in secret, and places it in the ballot box. Election officials then count the votes, prepare official protocols, and send results through the commission system. Participation offers a peaceful way to express a political choice, but a ballot alone does not solve every public issue. Voters can make a more informed choice by comparing candidates’ responsibilities, programs, public records, and the difference between promises and powers of the office.
Elections in Azerbaijan
Elections in Azerbaijan are used to choose the president, members of the Milli Məclis, and municipal representatives. Referendums allow eligible voters to decide certain public questions directly. The process follows national election rules and is administered through a hierarchy of election commissions.
Tip
Before an election in Azerbaijan, verify that your name and correct address appear on the voter list and identify your assigned polling station. Learn which office is being elected, because a member of the Milli Məclis, the president, and a bələdiyyə member have different powers. If a procedural problem occurs, record the facts precisely and use the formal election-complaint channel.
