Pets in Yemen

Law No. 17/2004 includes cats and dogs within its definition of animals. Public sources do not show a separate nationwide code covering pet ownership, welfare, microchipping, compulsory ownership registration, breeder registration or pet-shop standards. The Ministry of Agriculture, Fisheries and Water Resources and its General Directorate of Animal Health and Veterinary Quarantine handle animal-health services, but public sources use different ministry names in Sana'a and Aden. Confirm the responsible office and current procedure locally before relying on an instruction. Licensed private veterinary clinics are the main urban care option. Veterinary clinic licensing, renewal, professional licensing and cat-and-dog health certificates appear in the ministry service directory. Veterinary medicines and biological products are subject to registration and import controls. Public sources do not establish a Yemen-wide pet vaccination schedule, routine-check standard, or reliable national prices for consultations, vaccines, food, boarding or insurance. Conflict, economic pressure and damaged infrastructure have disrupted veterinary services since 2015. Community animal-health workers can provide a rural or livestock-focused supplement, but their ability to treat pets is not guaranteed; complex cases may need a governorate veterinary department or a private clinic. Rabies is the main pet-related public-health concern. Dog vaccination and bite prevention reduce exposure risk. After a bite or possible rabies exposure, wash the wound with running water and soap for at least 15 minutes and seek immediate advice about post-exposure prophylaxis. A media report of about 50 to 70 dog-bite cases per day at Republican Hospital in Sana'a is a local snapshot, not a national incidence figure, and Yemen-specific pet rabies coverage data were not established in the reviewed sources. Import, export and transit of live animals require prior written permission, an official veterinary health certificate from the country of origin, a certificate of origin and use of a designated official port. Authorities may inspect or quarantine an animal. The consignor provides food during quarantine, while the authority provides water. Law No. 17/2004 does not establish a separate cat-or-dog quarantine period in the reviewed text. A current Yemen entry checklist should be obtained in writing from the General Directorate or the intended port before booking transport. The UK APHA EHC 3043 lists Yemen as active for dogs and was updated on 28 July 2026, but it documents exporter-side evidence rather than a complete Yemen entry checklist. Do not assume that a microchip, rabies record or health certificate will be accepted without current confirmation. The published 2004 fee schedule lists 1,000 Yemeni riyals for each health certificate or import permit. It lists new and renewal clinic-licence fees of 1,000 and 500 riyals for a primary clinic, 2,000 and 500 for a private clinic, 5,000 and 2,500 for a hospital, and 4,000 and 2,000 for a laboratory. These statutory amounts have not been verified as the charges actually collected in 2026. A ministry listing gives one to three days for a veterinary-medicine import licence, but that timing cannot be transferred to a cat-or-dog health certificate or import permit. No government surrender service, nationwide adoption register, state shelter network or national rehoming system was established in the reviewed sources. A private shelter project reported in Sana'a accepts roughly four to five rescue animals per day and arranges placement after recovery, but it is a single project rather than nationwide coverage. Private rescue groups, donations and informal placement are functional alternatives, although their capacity, legal status and geographic coverage vary. There is also no publicly evidenced direct equivalent to a standardized pet passport or centralized pet registry in Yemen.
