A local permit may begin with the municipality, a state road may involve the gobernación, and a national program may require a ministry or another central authority. The system creates opportunities for local representation and decisions closer to residents. Its limits include overlapping responsibilities, uneven resources, administrative delays, and the difficulty of holding one authority accountable when several levels share a task.
