A visa or visa-free entry does not by itself create a right to permanent residence. Registration of a place of residence, sometimes described as реєстрація місця проживання, is an administrative record and should not be confused with a residence permit. A tax number, commonly called an ІПН, may also be needed for work, banking, taxes, or other daily matters. People seeking refuge or another form of international protection must use the applicable protection procedure and explain why return would be unsafe.
