State in United Arab Emirates

The United Arab Emirates, commonly called the UAE, is a federal state. It consists of Abu Dhabi, Dubai, Sharjah, Ajman, Umm Al Quwain, Ras Al Khaimah, and Fujairah. Each emirate has a hereditary ruler and its own local government arrangements. Local institutions manage many matters within the emirate, so procedures can differ between places. The seven rulers together form the Federal Supreme Council. This is the highest federal constitutional authority and selects the UAE President and Vice President from among its members. The President is the head of state. The Prime Minister leads the Council of Ministers, also called the Cabinet, which directs the work of the federal government. The Federal National Council, often shortened to FNC, discusses proposed federal laws, public policy, and government work. It has an advisory and reviewing role rather than the full lawmaking power found in some parliamentary systems. Federal courts operate alongside local judicial systems in emirates that maintain them. The applicable authority therefore depends on the place, subject, and type of case. Government services are commonly divided among federal ministries, federal authorities, and emirate-level bodies. Residents often complete procedures through official digital portals or service centers linked to the responsible authority. The state provides security, public administration, infrastructure, regulation, and many resident services. Access to particular rights or programs can depend on citizenship, residence status, emirate, and personal circumstances. The UAE model supports shared national direction while allowing local flexibility. Its main practical challenge is that people must identify both the correct level of government and the correct emirate before starting a procedure.
