Languages in Tuvalu

Tuvalu's main formal language-learning pathway runs through early childhood care and education, primary school and secondary school. Early childhood care and education is voluntary. Primary school generally starts at age 6, lasts eight years and is provided through nine government primary schools, with one on each island. Education is free and compulsory from ages 6 to 13, although families may still have costs for uniforms and other incidental items. Secondary education continues from Year 9 to Year 13, also called Form 7. Access to technical and vocational education and training depends on the school stage and the provider. Tuvaluan and English are taught from the early primary years through Form 7. The curriculum covers speaking, listening, reading, writing and viewing. The Gana Tuvalu Reading Program supports reading development in the early grades. The Ministry of Education and its Education Department oversee the curriculum, schools and assessment, while the Tuvalu Language Policy is intended to guide implementation. Nuian remains especially relevant on Nui, where Nuian and Kiribati influence are documented. Samoan and Kiribati have also been recorded to a limited extent, but they do not have the same nationwide role as Tuvaluan and English. The 2022 Census recorded literacy among people aged 15 and above at 97.9% in Tuvaluan, 91.2% in English and 21.7% in Nuian. Among people aged 5 and above, the corresponding figures were 97.1%, 89.2% and 19.0%. School assessment includes regular performance checks, the National Year Eight Examination and the Tuvalu Junior Certificate. Research has not identified a separate local language certificate equivalent to the Common European Framework of Reference for Languages, an international scale for describing language ability, or to IELTS. A school examination therefore should not be treated automatically as an internationally portable language qualification. No unified adult language-school or foreign-language system has been evidenced. Functional alternatives are fragmented. The Education Department, Kaupule Nanumaga and the Commonwealth of Learning have supported eight contextualized open educational resource courses for youth and community use, including English, life skills, mathematics and ethics. MKH Commercial School, TMTI and Youth Centres Fiji provide other learning pathways, but availability, access conditions and fees vary. No reliable standard fee for adult language courses has been established. Digital language support has included TuLeP from 2020 to 2025. The project addressed local-language literacy, parent and community involvement, e-learning, internet access for outer-island schools, e-readers and open educational resources. A permanent nationwide service after 2025 has not been evidenced. For employment, language ability has direct practical value: Tuvalu Public Service Commission advertisements commonly request good or excellent oral and written communication in both Tuvaluan and English, although no general language-examination requirement has been documented.
