Dating before marriage has mainly informal and private access in Turkmenistan. The reviewed sources identify no official dating portal or state dating procedure. ЗАГС and UNFPA-supported consultations for young couples provide functional alternatives focused on family values, communication and conflict prevention. Youth centers and hotlines in Ashgabat, Mary and Dashoguz have been documented historically, but their current availability should be checked locally. Marriage becomes legally effective through registration with a ЗАГС. The Family Code defines it as a voluntary and equal union between a man and a woman for forming a family. Both partners must consent freely, and the normal minimum age is 18. An application can be submitted at the residence of one applicant or a parent. A passport is required. Social norms can make access difficult, and documented research shows a need for more reproductive-health information among young people. Access is not uniform across Turkmenistan, so local availability should be confirmed with a health institution. The 2022 census recorded, among people aged 15 and over, 3,161,432 registered marriages, 116,103 unregistered relationships, 1,210,230 people who had never married, 248,195 widowed people, 92,806 divorced people and 61,222 separated people, out of 4,889,988 people in that age group. Among 15-to-19-year-olds, the combined registered and unregistered figures were 5,426 males and 13,585 females. These figures describe reported relationship status, not the prevalence of dating. A national Women’s Health and Status Survey conducted in 2020 and published in 2022 covered about 3,500 households. In 2025, psychosocial training connected with the ЗАГС was reported for Ashgabat, Mary and Lebap, and family-judge functions were introduced in etrap and city courts. For separation, the ЗАГС can process a joint application when the spouses have no jointly minor child or incapacitated adult child and no dispute about property or maintenance. The waiting period is two months and may be extended to a maximum of three months. One spouse can apply alone only in specified cases, including the other spouse being judicially declared missing or legally incapable, or serving a prison sentence of at least three years; the stated periods are one or two months depending on the case. A court handles cases involving children, property or maintenance disputes, lack of consent, a guardian's application, a qualifying imprisonment case or non-appearance. It examines whether continuing the marriage is impossible and reconciliation has failed, and it may order psychological counseling. Reconciliation before registration of the divorce can stop the process. The marriage ends only when the divorce is registered with the ЗАГС, and a new marriage requires the divorce certificate. A spouse may retain the premarital surname or choose the married surname. During pregnancy or while a child is under one year old, divorce cannot proceed without the wife's consent. After separation, property, maintenance and parental rights can still require a formal decision. Relevant documents include the ЗАГС divorce certificate and, where applicable, a court decision. State duty and paid ЗАГС services apply; tariffs are set through government and administrative rules and are not stated as a stable amount in the Family Code.
