Languages in Trinidad and Tobago

The National Primary School Curriculum uses English Language Arts and includes Spanish from the early primary years through Secondary Form 3. The Ministry of Education also provides Spanish e-books through its Student Learning Management System. The Secondary Entrance Assessment tests English Language Arts, not a foreign language. Schools and programmes may set their own language requirements. Spanish is promoted as Spanish as a First Foreign Language, often shortened to SAFFL, because of regional trade, tourism, hospitality, services and teaching opportunities. The Spanish in Schools initiative has operated since a Cabinet directive in 2004 and its launch in 2005. It supports school activities, ministry courses, teacher workshops, conversation clubs, phrasebooks, translation and information about scholarships and exchanges. Tobago has Spanish, French and English resources through the Tobago House of Assembly's education division and the School of Foreign Language Tobago, with both in-person and online offers and some summer programmes. The University of the West Indies St. Augustine Centre for Language Learning offers public courses in Mandarin Chinese, French, German, Hindi, Japanese, Korean, Portuguese, Spanish and Yoruba, as well as English as a Second Language. Courses develop speaking, listening, reading and writing. Beginners can usually enter level 1A without prior knowledge; higher levels may require a placement test or previous course. Places depend on demand. In the 2026 cycle, registration was scheduled for 3 to 28 August and classes from 2 September to 29 November. The last published public fees were TT$75 for registration, TT$700 for most participants and TT$500 for people aged 60 or over, excluding textbooks. Corporate classes are arranged according to organisational needs. University students may meet a foreign-language requirement before completing some undergraduate programmes through the UWI Faculty of Language, Literature and Culture. Its blended three-credit courses include Mandarin, French, Japanese and Spanish, with four synchronous hours and two asynchronous hours and assessment based entirely on coursework. Some students may qualify for an exemption. The University also offers formal undergraduate study in French, Spanish and Portuguese. Trinidad and Tobago Sign Language, known as TTSL, is used in sign-language education and interpreting. The UWI course COCR 1052, Introduction to Sign Language, has no prerequisite and uses blended learning with coursework assessment. A diploma in Caribbean Sign Language Interpreting covers TTSL, American Sign Language, Caribbean Creoles and English, together with translation, interpreting, digital resources and practical training. Interpreters can work in education, healthcare, legal services, Deaf organisations and advocacy. Adult literacy has a mainly non-formal structure. ALTA, the Adult Literacy Tutors Association, provides free community and ALTA-V classes, ALTA Online and selected Youth Lit classes through NALIS libraries. Community and ALTA-V classes generally accept learners aged 16 or over, while ALTA Online is available from age 9 and Youth Lit serves younger learners at selected libraries. Courses usually run from September to July; community registration is normally held on the first Tuesday or Wednesday in September, with a TT$20 term charge for workbooks or materials. ALTA focuses on reading and writing for daily life and work, including support related to dyslexia, but it does not award a CXC qualification. Tobago has no documented ALTA community-class network, although ALTA-V and online access are available. ALTA tutors are volunteers who can obtain tutor certification after training and 150 hours of volunteer teaching. Adults who want a secondary-school qualification can use the Ministry of Education's Post-Secondary and Continuing Education programme. The published 2024–25/2026 cycle included English A and Spanish, with one-year or two-year preparation, mixed delivery and evening classes from October to May. Access is intended for people with previous CSEC study or those seeking an additional qualification, and the current participating schools and dates need to be checked for each cycle. The Ministry of Education Examinations Unit administers the Secondary Entrance Assessment, the Lower Secondary Proficiency Examination, CSEC, CAPE and CVQ for school and private candidates. CXC, the Caribbean Examinations Council, offers regional language subjects including CCSLC English, French, Portuguese and Spanish, CSEC English A and B, French, Portuguese and Spanish. Registration periods, fees and examination dates change. CXC syllabuses, school-based assessment rules and examination materials should be checked for the specific qualification. The UWI English Language Proficiency Test, or ELPT, is used for some undergraduate admission and exemption decisions. A CSEC English A Grade 1, CAPE Communication Studies or an accepted equivalent may satisfy some requirements. The 2026 ELPT fee was TTD 200, with an optional 18-hour online workshop costing TTD 875; the test is online and the institution sets the available testing window. Trinidad and Tobago has no evidenced national CEFR-based certificate or general adult requirement to prove language ability. Recognition normally depends on the institution, programme, CXC, UWI or another named provider. Digital learning is available through the Ministry's Spanish modules, UWI blended courses, ALTA-V and ALTA Online, and UWI Global Campus short courses. In 2026, the Global Campus listed online Spanish for Travel and Business Purposes at TT$1,150 and Sign Language 1 at TT$1,000. Devices, internet access and other technical requirements depend on the provider. English and Standard English remain central for formal education and work, while Creole can support cultural expression, teaching and the development of Standard English. Language access therefore depends on the learner's age, prior knowledge, institution, registration period, available places and ability to pay any stated fee.
