Togo has no single national authority or service covering every aspect of the cadre de vie. Responsibilities are divided among national ministries, municipalities, public companies, private providers and community organizations. The Ministry of Spatial Planning and Urban Development (Ministère de l’Aménagement du Territoire et de l’Urbanisme, MATU) works on urban planning, settlement development, sanitation, public spaces and green areas. The Ministry of Water and Sanitation (Ministère de l’Eau et de l’Assainissement, MEA) coordinates drinking water, wastewater, water resources and water-related hazards. Urban and semi-urban water services are institutionally divided. Société Patrimoniale de l’Eau (SP-EAU) manages public water assets and investments, while Togolaise des Eaux (TdE) operates services, maintains infrastructure and bills customers. Reported 2024 access coverage was 72% in urban areas, 60.1% in semi-urban areas, 76.5% in rural areas and 70.8% nationally. These figures do not create one uniform user procedure: connection conditions, payment arrangements, local water points and small water systems vary by area. In rural and semi-urban communities, a public-service delegation or a local water point may provide the practical alternative to a household connection. Sanitation includes household latrines, emptying services, wastewater facilities and drainage for rainwater. The National Programme for Basic Hygiene and Sanitation (Programme National d’Hygiène et d’Assainissement de Base, PNHAB), the MEA, municipalities and the National Agency for Sanitation and Public Health (Agence Nationale d’Assainissement et de Salubrité Publique, ANASAP) share related functions. A 2025 report from the Fonds pour l’Environnement Mondial (FEEM) recorded more than 21,000 latrines, 2,295 villages declared free of open defecation and regional facilities for sludge and wastewater. Access, emptying charges and service intervals remain strongly local. In urban areas, inadequate street drainage and wastewater management can still create standing water, blocked channels, odors and health risks. ANASAP sets standards and coordinates or regulates waste collection, transfer, sorting, treatment and recovery. Municipalities organize local implementation, sometimes through concessions or other service providers. The Aképé controlled landfill, known as CET Aképé, receives more than 20,000 tonnes per year, and FEEM reported five controlled landfills in 2025. In Lomé, a planned 2026 cadre de vie protection brigade is intended to remove illegal dumping sites, clear drainage channels and support integrated collection, treatment and recovery. Waste schedules and charges depend on the municipality, contract and provider rather than one verified national system. People are expected not to dump waste or block drainage channels. ANASAP accepts photographs or videos with geolocation through WhatsApp at +228 90 82 33 33 for sanitation-related reports. Infrastructure projects affect access and safety through roads that remain usable throughout the year, drainage, bridges, water systems, electricity, lighting and public spaces. The Integrated Urban Development Project (Projet d’Infrastructure et de Développement Urbain, PIDU) supports such work in selected areas, but maintenance and local implementation determine the result in each neighborhood. A 2024 budget allocation under the relevant ministry included 2,100,000,000 West African CFA francs for sanitation and waste and 39,106,000 West African CFA francs for landscapes and public spaces. No separate nationwide legal system for barrier-free accessibility has been verified; practical access therefore depends on the project, location and condition of the infrastructure. Flooding, coastal erosion, fire, strong winds and air pollution are recurring environmental safety concerns. In Lomé in 2026, measures included work on overflowing basins, pumps, waste removal, retention basins and interceptors. The National Civil Protection Agency (Agence Nationale de la Protection Civile, ANPC) uses the national emergency organization system, ORSEC, for prevention, preparedness, response and recovery. Construction in hazard-prone areas is expected to account for disaster risks. People should follow warnings, report hazards and avoid obstructing water channels. An official 2022 marine-environment report measured indoor PM2.5 concentrations of 10.3 to 17.3 micrograms per cubic metre, above the World Health Organization annual guideline of 10 micrograms per cubic metre. Dust, vehicle exhaust and smoke are documented sources. Current nationwide monitoring and complaint data are not sufficiently established to compare every region. Environmental policy recognizes traffic, workshops, factories and neighborhood activity as noise sources, but current nationwide measurement series, threshold enforcement and a standard complaint path have not been sufficiently verified. Green-space policy exists but implementation is fragmented. MATU and ANASAP work on public green areas, trees and urban landscapes. A national reforestation campaign launched in 2026 with 2,500,000 plants and planned approximately 17,000,000 plants for the campaign, within a target of 1,000,000,000 plants from 2021 to 2030. These figures do not show how many public parks, shaded paths or accessible green areas exist in a particular municipality. Settlement change is addressed through the 2025 climate law, which covers adaptation, mitigation, ecosystems, natural capital, waste and settlements. In 2026, local urban plans, known as Plans Locaux d’Urbanisme (PLU), were being validated in 13 pilot municipalities. The DUGAn programme focuses on Lomé, Tsévié and Kara and seeks controlled settlement expansion, safe and inclusive urban development and greater resilience. Unplanned expansion, overloaded networks, poor sanitation and precarious settlements remain documented risks. Public participation is formal in environmental and planning procedures and also takes place through community structures. Environmental and Social Impact Assessment procedures, known as EIES, can involve residents, nongovernmental organizations, local administration and private organizations. PLU workshops involve municipalities, and PIDU consultations may include mayors, Neighborhood Development Committees (Comités de Développement de Quartier, CDQ), traditional authorities, associations, nongovernmental organizations and technical services. Routine participation in everyday service delivery does not follow one verified national standard. An urban-planning complaint can be submitted online through the public-service channel after direct discussion has failed. The service is listed as free, requires supporting evidence, normally gives a response within 72 working hours and remains active until the matter is resolved. Covered subjects include wastewater discharged onto a public road, rainwater flow, odors, noise and dangerous buildings. EIES and PLU procedures have their own project or municipality-specific consultation arrangements. The Constitution and environmental law recognize a right to a healthy environment, while public authorities and municipalities carry duties concerning planning, environmental protection and public services.
Surroundings in Togo
The surroundings in Togo, often described locally as the cadre de vie, include the conditions people experience around their homes and during everyday activities. Water, sanitation, waste collection, drainage, flood protection and urban infrastructure have the greatest practical effect. Air quality, noise, green space, safety, public participation and planned settlement growth also shape the cadre de vie.
