Pets in Togo

People in Togo commonly acquire dogs and cats privately, through markets or through informal contacts. No reliable national procedure for breeders, sales, microchipping or adoption has been identified, and no national pet population figure is available. This means that vaccination records, proof of origin and written transfer details should be preserved whenever they exist, especially for travel, treatment or later disputes. The Direction des Services Vétérinaires (DSV) and the Direction de l'Élevage (DE), within the Ministry of Agriculture, Fisheries, Animal Resources and Food Sovereignty, provide the public veterinary framework. Private veterinary cabinets, clinics and pharmacies also provide care, but formal providers are concentrated mainly in Lomé according to a 2022 SIAR directory, with some listed in Agoè, ADETICOPE, Avepozo and Djagblé. Availability outside these areas can vary. REMATO links five regional units and 55 observation posts with the DSV data centre, private veterinarians and auxiliary veterinary staff (AVE), but this surveillance structure is not a national pet registration system. The ONMVT represents the veterinary profession. The PPV framework for 2024–2026 was still described as being modernized, so it should not be treated as a fully consolidated single pet-care regime. Rabies is the clearest animal-health risk. Official figures for 2025 recorded 1,131 animal-bite cases and 15 confirmed cases of canine rabies, with several deaths. Togo has conducted free vaccination campaigns that protected many tens of thousands of animals. A Lomé knowledge, attitudes and practices study from 2021–2022 found that 34.9% of sampled dogs were vaccinated; the sample included 481 dogs and was urban and relatively highly educated, so it is not a national vaccination rate. Keep the vaccination card and ask a veterinarian or campaign team which vaccination and booster schedule applies to the animal. Loi 99-002 on veterinary health policing provides a reporting, disease-control and prevention framework. The Penal Code, under Loi 2015-010, treats roaming domestic animals and unnecessary cruelty toward animals as contraventions, although the current penalty and enforcement position should be checked against the applicable text. Older published rules refer to a collar showing the owner's name and address, placement in a fourrière, collection within eight days, payment by the owner for food and care, and veterinary observation of a dog after a bite. Because those older rules have not been verified as fully consolidated with current practice, contact the commune, local enforcement body or veterinary service when a roaming or biting animal is involved. There is no verified national tariff for consultations, medicines or routine pet care. No nationwide requirement for microchipping, sterilization, liability insurance, a standard vaccination plan or a death register has been established. Costs and access therefore depend on the provider, locality, animal and treatment. The campaign price of 1,500 FCFA for a rabies dose in 2020 is not a current general price. For an animal movement or international journey, prepare a vaccination record and ask the DSV or a veterinarian about a certificat sanitaire. A personal-use certificate was listed at 2,500 FCFA with 72-hour validity, while a commercial certificate was listed with three-month validity. Processing time was not stated. Importing live animals may also require an autorisation d'importation pour animaux vivants, and commercial importers may need a certificat d'autorisation préalable and a ministerial import permit. Airlines and transit countries can impose additional conditions. A current certificate, vaccination evidence and any required CSAV should be checked with the Togo contact point or embassy before travel; no single public checklist covering every species and journey was found. Wild animals and exotic species do not follow ordinary pet-keeping arrangements. The forestry framework can require a declaration to the wildlife authority, an enclosure or action plan, proof of origin and import, export or health documents. Keeping a live wild animal can require fees and authorization. A CITES permit is handled by the Direction des Ressources Forestières through a physical office; the listed validity is six months with one renewal. Do not treat a wild animal bought privately as an ordinary dog or cat. Togo has no verified nationwide shelter, adoption register or formal surrender service. For an unwanted, found or stray animal, possible practical contacts include a private veterinarian, a commune or local enforcement body, and a local or NGO-based arrangement, but availability must be confirmed case by case. Ask who will accept the animal, record the handover and avoid releasing it into public spaces, where roaming-animal and bite risks can increase.
