It includes full-time study at a center, practical training with an enterprise, and alternance, in which enterprise practice is combined with theory and technology at a training center. Traditional apprenticeship usually takes place with an artisan, workshop, garage or company and adds complementary technical instruction. The dual model is being expanded under the legal framework of Law 2002-016 and the order of 12 April 2024 formalizing its implementation. Training is available in industrial occupations, services, agriculture, construction, mechanics, electricity, welding, carpentry, masonry, tailoring, coiffure, cuisine and other artisan trades. The local offer differs by region and center. Formal institutions include LETP, CRETFP, CET, CEAA and CFTP centers, as well as private ETFP providers. The ministry website lists 330 approved institutions, but a listed institution or program may not be operational every year. The Certificat de fin d’apprentissage (CFA) is assessed through practical work, technology, legislation and hygiene. National examination arrangements also cover qualifications such as CAP, BT, BP, BAC Pro and CQP. In the 2025 CFA examination cycle, 51,743 candidates took part across 58 specialties, including 35,615 girls. An online CFA process was launched in 2025, with a target of issuing diplomas no later than six months after results. Completion can support occupational entry, artisan status or self-employment, but it does not guarantee a job. CIFA pathways can provide bridges to BAC Pro qualifications. Costs depend on the provider and pathway. Tuition, tools, transport and workshop charges do not follow a single current national fee table. The CFA examination service is free for Togolese citizens and costs 7,000 FCFA for foreign candidates. The FNAFPP may consider funding requests for formal-sector plans, artisan or informal collective projects, civil-society organizations, unions, administrations and dual apprentices. Applications require a plan or project and supporting documents, and funding is not automatic. Any allowance, payment or in-kind support depends on the employer, artisan or contract; there is no universal apprenticeship salary. Short-duration training and CQP programs can be useful where a full multi-year program is not feasible. Ordinary continuing education for already qualified workers belongs to a different category unless it directly provides a first vocational qualification. A 2025 decree addresses links between formal, non-formal and experience-based learning, including equivalence and validation of acquired experience. Access remains unequal between urban and rural areas and between regions, and industrial training continues to show a gender gap.
