Togo recognises artistic creation and interpretation as protected cultural activity. Loi 2016-012 covers literature, music, painting, sculpture, architecture, film and audiovisual works, artistic photography, electronic and digital arts, illustration, drawing and design. It also recognises professional and independent artists, performers, dancers, musicians, actors, storytellers, comedians, filmmakers, writers, photographers, restorers, instrument makers and distributors. A professional artist treats art as the main activity and main source of income. Professional practice requires ministerial authorisation, followed by a professional card issued for a fee, registration in the national artist register and inclusion in relevant sector records. Contracts in the sector are also subject to declaration requirements.
Art in Togo
Art in Togo includes visual art, music, literature, film, theatre, dance, architecture, design, photography, digital creation and living cultural traditions. Formal institutions and legal protections operate alongside community-based and often informal transmission of music, dance, storytelling, ritual and craft knowledge. Access, funding and professional opportunities are concentrated in Lomé, while festivals, museums, cultural centres and local groups provide links to other regions.
