São Tomé and Príncipe legally distinguishes continuing training from initial training. Under Decreto-Lei n.º 45/2012, continuing training supports adaptation to technical and organisational changes, better work performance and professional advancement. Its recognised forms include initiation, qualification, apprenticeship, improvement, updating, reconversion and specialisation. Successful participation can lead to credit units or a professional certificate, although the public rules for operating the certification system are not fully documented. The strongest short-course and modular pathway is CFP-STP in Budo-Budo. It serves jobseekers, young people, adults, women with family responsibilities, unqualified workers and people already in employment. Its 2026 offer includes electrical and telecommunications installation, construction, electrical engineering, renewable energy and tailoring. Six-month placements in real workplaces can support entry into a first or new job. CFP also runs courses in all districts, works with the Governo Regional do Príncipe, and operates a boarding arrangement in Água-Izé. On Príncipe, regional courses exist, but a project assessment reported that the island still lacked its own technical training facility. Other providers serve specific groups. GFC coordinates continuous qualification for public non-tertiary teaching and non-teaching staff through short courses, study circles, workshops, courses and modules. Formação em Exercício supports teachers who do not yet hold professional qualifications, and earlier certified training may count toward that pathway. DEJA within MECCES supports adult education through Ensino Recorrente and Educação de Jovens e Adultos. Ensino Recorrente is available from age 15 for people outside the usual school-age pathway and can address literacy, grades 5 to 9 and general or vocational progression. USTP offers Extensão Universitária through announced short courses and workshops for workers, communities and organisations; these offers are separate from academic degree programmes. Public administration has its own training pathway through DNAP and INJAP. Courses for public technicians and managers have covered ethics, principles, integrated management, conflict management and data management. Registration is made in person at DNAP or INJAP, and access depends on the course and target group. A verified example cost 800 Db for an eight-hour, two-day course; fees and the effect of certificates must be checked for each course. Private-sector employees do not have a verified general statutory right to paid training time or reimbursement of training costs. Access is concentrated around São Tomé and is affected by limited reach, transport and coordination challenges. Current dates, places, fees and completion figures are often not published, so DEJA, CFP, the relevant ministry, regional authorities or the named provider should confirm them directly. A World Bank project planned for 2026–2031 is intended to expand training, employment services, workplace learning and entrepreneurship for 22,000 young people aged 16 to 35, with priority for women, remote areas and Príncipe. Planned support includes six-month paid placements, ACPE+ training in microenterprise, financial literacy and soft skills, start-up grants, mentoring and at least 1,000 inclusion scholarships for transport, accommodation and course fees. These are project-dependent measures, not a general individual entitlement. After training, the practical result may be a professional certificate, credit units, workplace experience, improved access to employment or support for self-employment. The CFP pathway emphasises practical skills and placements, while INJAP focuses on public administration, GFC on education staff and USTP on university-linked short courses. The provider should confirm the certificate's purpose, recognition, duration, total cost, attendance requirements and link to employment before enrolment.
Upskilling in São Tomé and Príncipe
Upskilling in São Tomé and Príncipe includes organised or self-directed learning that updates, deepens or broadens skills during working life. Local pathways include Formação Contínua, Formação Técnico-Profissional Contínua, Formação em Exercício, adult education and short university courses. Provision is established but fragmented, with no verified national course catalogue, standard fee schedule or comprehensive recognition portal.
Tip
Choose the provider by the result you need: practical job skills, teacher qualification, adult school progression, public-service training or university-linked learning. Confirm the current course, total cost, attendance requirements, certificate and employment value directly with the provider because national course and fee information is not consolidated. Treat project scholarships, placements and grants as conditional support until your eligibility and place are confirmed.
