Pets in South Sudan

A companion animal is an animal kept privately for household companionship rather than primarily for livestock production or another commercial purpose. In South Sudan, the formal framework for privately kept dogs, cats and other household animals remains limited. The Ministry of Livestock and Fisheries, abbreviated MLF, covers veterinary services and supplies, veterinary public health, disease surveillance and laboratory services. State Ministries of Animal Resources and Fisheries, counties and local authorities may have responsibilities that depend on the location and the specific project or service. NGOs and private veterinarians provide important practical support where public services are unavailable. South Sudan has no verified nationwide system for pet adoption, licensed breeders, sales or formal ownership transfers. Common routes include a local private transfer, contact with a rescue or NGO, or assistance from a private veterinary clinic. Before taking an animal, check its origin, current owner, health condition, vaccination information and any available treatment records. No verified national pet register, compulsory microchip or standard pet-pass system currently provides a uniform ownership record. Basic care includes secure housing, clean water, suitable food, parasite and disease control, vaccination planning and a reserve for emergencies or evacuation. Veterinary advice should determine treatment intervals because they vary by animal, clinic and local conditions. Do not replace veterinary medicines with human medicines without professional advice. Veterinary access is especially variable outside major towns. Documented services include the Juba Central Veterinary Diagnostic Laboratory, satellite veterinary laboratories in Wau and Malakal, project-based Community Animal Health Workers, Veterinary Health Centers and Veterinary Field Units. In Juba, Leos Veterinary Clinic and Anicare provide examples of private services, including mobile veterinary care, vaccination, diagnosis and medicines. Rabies is a major connection between pet care and public health because dogs are the main source of human rabies in South Sudan. After a bite or scratch, secure the animal without risking another injury, obtain immediate medical care for the exposed person and contact a veterinarian or relevant health authority. Pet health questions remain distinct from treatment of the injured person, which belongs to the health service. The Penal Code Act 9 of 2008, Article 196, treats cruelly beating, torturing or intentionally mistreating a tame, domestic or wild animal kept by a person as an offence. The stated maximum is two months' imprisonment or a fine. A separate nationwide companion-animal law, uniform leash or muzzle rules, bite-reporting duties and nationwide registration rules have not been verified. Animal-welfare bills should not be treated as current law unless an authoritative source confirms enactment and commencement. International travel requires current checks with the MLF Directorate of Veterinary Services, the border point, transit countries, the airline and the relevant embassy. The published South Sudan Financial Act FY2023/24 schedule lists 100 for a companion-animal health certificate per animal and 20 for an import or export fee. For dogs, it lists 100 for quarantine and 50 for the related fee. The currency, current validity and practical enforcement of these amounts require confirmation because the published tariff is from FY2023/24. A veterinary certificate or import-export permit may also be required, and destination and transit-country rules apply separately. There is no verified nationwide shelter or surrender system. If continued care becomes impossible, local options may include an NGO, veterinary clinic or carefully checked private transfer. The South Sudan Society for the Protection & Care of Animals was locally registered in 2024, and a spay-and-neuter campaign was planned for 2025, but availability remains local and should be confirmed directly.
