Pets in Somalia

The Ministry of Livestock, Forestry and Range and its Animal Health and Public Veterinary Services Department provide the main federal animal-health functions. The Chief Veterinary Officer handles import licensing and related veterinary controls. Somaliland and Puntland have their own veterinary boards or similar statutory bodies, so procedures and access can differ by region. Somalia's 2016 Veterinary Law Code contains animal-welfare, registration and disease-control rules, but parts of the system are not fully operationalized or consistently enforced. There is no evidenced national pet register or single nationwide pet-service framework. Owners must not beat or cruelly treat animals, overload them, cause unnecessary suffering, withhold food or water, or keep them in severely dirty conditions. An owner has a duty to arrange appropriate veterinary treatment when an animal is ill or injured. A veterinary officer may intervene to prevent suffering. Private veterinary practice is intended to operate through registration or licensing, although the federal veterinary statutory framework currently has gaps. Community Animal Health Workers, often called CAHWs, provide primary animal-health services under the supervision of a registered veterinarian. Urban care is mainly provided by private clinics and other fragmented services; rural access often depends on CAHWs, and pet-specific treatment is not available throughout the country. Dog ownership is registered with the relevant local administration. The annual licence must be renewed with a valid vaccination certificate. If a dog is suspected of having rabies, isolate it immediately and notify the nearest official authority. The Minister may declare an area infected with rabies, and the Code allows the destruction of stray dogs in such an area unless they are vaccinated, licensed and registered. Actual enforcement and application of these powers are not consistently verified. Rabies prevention is especially important because available health guidance warns that rabid dogs are commonly found in Somalia, while rabies vaccines and post-exposure treatment may not be readily available. Owners should prevent contact with unfamiliar animals and keep vaccination and bite-prevention measures current. Disease surveillance is weak, and no reliable nationwide pet-vaccination coverage figure is available. Pet acquisition is often informal or arranged through NGOs or community contacts. SAWS in Mogadishu has provided adoption, rescue, vaccination, parasite-control, emergency and mobile-clinic services. HAWO in Jubaland has provided shelter, rescue, street-dog feeding and adoption support. No national breeder or pet-shop register, standard purchase procedure or uniform adoption requirement has been evidenced. Pet-food, equipment, veterinary and shelter prices are not published in a reliable countrywide tariff. No universal pet passport, microchip, leash, breed or sterilization requirement has been evidenced in the available research. Importing a pet requires a written licence from the Chief Veterinary Officer. The application identifies the species, origin, quantity, transport method and entry port. The exporting authority must issue an international veterinary certificate, and the animal needs a clinical health certificate issued no more than 10 days before departure. Dogs and cats need a rabies certificate showing vaccination between 6 months and 3 years before import. If suitable rabies vaccination is missing, authorities may detain or isolate the animal for at least 10 days and up to 6 months at the owner's expense. An infected or uncertified animal may face treatment or destruction, and quarantine costs are paid by the owner. Air-cargo shipments also require customs declaration and duty, veterinary inspection at entry and a veterinary health certificate. General cargo rules mention importer registration, a Ministry of Commerce and Industry licence and a tax identification number, but their application to private pets is not clear. Airline, transit-country and destination-country rules must be checked separately. The Code also refers to permits for domestic animal transport, although its application to private pets is unclear. Somalia has no evidenced national municipal surrender or rehoming pathway for privately kept pets. When an owner can no longer keep an animal, NGO rescue groups, shelters, community feeding networks and adoption contacts are the main documented alternatives. These services are local and capacity is not guaranteed. The import animal-health certificate fee is listed as US$50 in the Trade Portal. Annual dog-licence fees and standard prices for consultations, vaccines, medicines, food and shelter have not been reliably published.
