Somalia’s public debt is managed mainly through the Federal Government, the Ministry of Finance (MoF) and its Debt Management Department or Unit, with consultation from the Central Bank of Somalia (CBS). The Heavily Indebted Poor Countries (HIPC) process reached its Completion Point on 13 December 2023 and provided about US$4.5 billion in debt-service relief. External public debt fell from US$5.3 billion, equal to 64% of GDP at the end of 2018, to about US$0.6 billion, below 6% of GDP, at the end of 2023. The MoF reported a public debt stock of US$1,469.47 million in the first quarter of 2026, including principal, interest and fee arrears. Multilateral creditors accounted for US$633.65 million and bilateral creditors for US$833.05 million; the reported balance was entirely external, with no domestic securities, domestic borrowing or sovereign guarantees. About US$490.09 million, or roughly 34%, was recorded as arrears. Somalia continued negotiations with remaining creditors, including Spain, one multilateral creditor and several non-Paris-Club bilateral creditors. Algeria and Romania had agreements in principle, while discussions with Iraq, Bulgaria, Serbia and Libya were continuing in the first quarter of 2026.
Debt in Somalia
Debt in Somalia includes public borrowing, private loans, unpaid bills and informal obligations to family, suppliers or savings groups. Public external debt fell sharply after Somalia reached the HIPC Completion Point on 13 December 2023, but private access to credit remains limited and uneven. Formal loans commonly require identification, an account, income evidence, collateral or a personal guarantor, while informal credit relies more on trust and social relationships.
Tip
Treat formal and informal borrowing as different risk choices, not interchangeable sources of money. Compare the full repayment burden, collateral or guarantor exposure and repayment schedule before accepting credit, and do not assume that Somalia’s public debt relief applies to private loans. If repayment becomes difficult, contact the creditor early and document every agreed change.
