Surroundings in Sierra Leone

The Environment Protection Agency Sierra Leone oversees pollution control, environmental impact assessment, waste, ambient air, water and soil quality, noise and environmental risk mapping under the EPA Act 2022. The National Water Resources Management Agency manages surface water, groundwater, water-use permits and catchment protection. A water-use permit is authorization to abstract raw water for a defined use. The Electricity and Water Regulatory Commission regulates licensed electricity, water and sanitation services, including tariffs, standards and consumer complaints. Local Councils and Ward Committees handle many local sanitation, drainage, public-space and community matters. The National Disaster Management Agency coordinates disaster-risk management and warnings, while the Sierra Leone Meteorological Agency provides weather and climate information. Water access depends on the area and provider. The Guma Valley Water Company serves Freetown and the Western Area, while SALWACO supplies a number of regional towns. Households may also rely on standpipes, boreholes, protected wells, tankers, vendors, sachet water or mini-grids where formal networks do not reach. There is no established nationwide entitlement to a household water connection. The latest located national household baseline, from the 2019 Demographic and Health Survey, recorded improved drinking-water access for 67% of households, with 92% in urban areas and 49% in rural areas; these figures should not be treated as 2026 values. A national Water Security and WASH Access Project announced in 2025 has a USD 180 million, ten-year programme and aims to reach 4 million people and 90% national WASH coverage by 2035. Electricity access also differs by dataset, year and location. An NPPA-EDSA document reported a 2021 baseline of 27.5% nationally, 57% in urban areas and 5% in rural areas. The 2025 Mission 300 programme described a 36% baseline and a target of 78%, so figures should be identified by their source and year. EDSA handles distribution and supply, EGTC handles generation and transmission, and licensed mini-grids provide alternatives in some areas. Water and electricity tariffs, connection charges and service conditions depend on the provider and regulatory rules. Waste and sanitation arrangements are highly local. The EPA provides national pollution and waste oversight, while Local Councils organize or supervise local implementation. In Freetown, the 2024 Solid and Liquid Waste Collection Byelaws require household and business registration and payment for designated private collection providers. Freetown City Council also deals with household containment, collection, septic desludging and illegal dumping. Outside Freetown, Council, community and private arrangements differ, and no uniform nationwide collection service is established. Waste charges, collection frequency and desludging availability therefore need local confirmation. Noise complaints can concern markets, generators, construction sites or other concentrated activities. The EPA Act allows controls, directives, warnings and procedures for noise volume, intensity and quality, but no current nationwide public noise map, complete monitoring network or uniform resident-facing limit table has been established in the available evidence. Air-quality information is also developing. A Freetown clean-air initiative announced on 19 May 2026 introduced one city-owned sensor network; consistent neighbourhood-level monitoring had not previously been available there. Harmattan dust and urban activity can affect exposure, while the Sierra Leone Meteorological Agency provides weather and dust-related information. Green space is treated mainly as a cooling, shade, drainage and flood-mitigation resource. Freetown's Treetown work includes community engagement, brown-to-green space and cooling corridors, with targets for 50% shade or green canopy in vulnerable hotspots by 2030 and full coverage by 2050. These targets do not establish a comparable national public-access or green-quality index for every locality. Outside Freetown, parks, open spaces, tree planting and shade projects depend on councils, communities and partners. Environmental and settlement safety includes seasonal flooding, landslides, slope failure, building collapse, fire, coastal inundation, erosion, storm conditions and heat. The 2024 National Disaster Management Agency mapping recorded 27 flood incidents affecting 3,330 households, 23,596 people, 167 buildings and 7,324 hectares of farmland. Freetown, Pujehun, Kambia, Bonthe, Kenema, Makeni, Waterloo, Moyamba, Nongowa and lower Bambara were among areas identified with flood risk. Building or settling on waterways and unstable slopes, quarrying and faulty electrical connections can increase danger. The Sierra Leone Roads Authority is relevant to the functional condition of roads, bridges and drainage during rain, but transport planning is a separate subject. Sierra Leone has a tropical monsoon climate. The wet season generally runs from about May to November, and the dry season from about December to May, with Harmattan conditions during part of the dry period. Temperatures are commonly around 26 to 36 degrees Celsius and annual rainfall varies approximately from 2,000 to 5,000 millimetres. Urban growth and climate change can increase heat, intense rainfall, flooding, landslides, coastal erosion, storm surge, drought and interruptions to water, electricity and other services. Residents can raise local problems through utilities, Local Councils, Ward Committees, community meetings, radio, town halls or provider channels. Ward Committee meetings are public and require at least seven days' notice; committee membership is unpaid. For a utility complaint, contact the provider first. If the provider does not resolve it within 60 days, the matter can proceed to the Electricity and Water Regulatory Commission Complaint Committee, which generally decides within 30 to 60 days. Environmental impact assessments for relevant projects require public disclosure and consultation with affected communities. Costs and deadlines for environmental assessments, water permits, utility connections, tariffs and waste services depend on the category, locality, provider and current rules, so a national flat fee or single processing time should not be assumed.
