Adults may enter consensual romantic relationships, but an unmarried couple does not acquire a marriage automatically through cohabitation. Stability and continuity can be assessed through circumstances such as a shared child or jointly owned property. A qualifying relationship that existed before marriage can also count for some legal consequences, while a relationship cannot begin for these purposes during an existing marriage. Marriage is registered through the Civil Status Office. The partners generally appear in person and provide the registration form, birth certificates and national identity cards or passports. It covers emotional, verbal, psychological, physical, sexual and economic abuse, as well as intimidation, harassment, surveillance and coercive conduct. The affected person or another person can report the conduct to the Seychelles Police. Police guidance includes recording the complaint, arranging medical or shelter referrals and preserving evidence, while the Family Tribunal can provide guidance on protection orders. Reconciliation, consent to a relationship, marriage or infidelity does not provide a defence to domestic violence. The Social Affairs Family Support Unit offers confidential counselling, contact support and help with legal steps; official reviews have identified gaps in the availability of legal aid, medical and psychological support, shelters, counselling and rehabilitation. The Ministry of Health, the Health Care Agency and community clinics provide family-planning services, contraception according to professional judgment, pregnancy testing, STI, HIV and hepatitis C testing, STI treatment, counselling and psychosocial support. Primary healthcare is generally free for citizens in state facilities, and youth-friendly access is available. Sexual consent must be free, voluntary and based on capacity. The Penal Code protects children under 15 from sexual interference and creates additional offences for some conduct involving 15- to 17-year-olds, including dependency, legal authority or close blood relations. A 2026 presidential announcement concerned a possible decision on the legal age of consent, so current official guidance should be checked for cases involving minors. A non-Seychellois spouse may apply for a Dependant's Permit. The application can involve the marriage certificate, proof of citizenship, means of support, a medical certificate and a security bond. The available research does not establish an equivalent permit for an unmarried cohabiting partner or a same-sex partner, so Immigration should confirm eligibility before travel or a change of status. An informal separation does not produce a standard certificate. Property or estate claims can require court proceedings. Divorce begins when a legal adviser files an application in the Supreme Court; the Civil Status Office records the divorce and related name or identity-document changes. Grounds include adultery combined with intolerable cohabitation, conduct, desertion for at least two years, separation for at least one year with consent, or separation for at least five years. A petition normally cannot be filed until one year after the marriage unless exceptional hardship exists.
