Seychelles has one public university, the University of Seychelles, which has operated since September 2009, and ten non-university Professional Centers (PCs), formerly called post-secondary institutions. The PCs are Seychelles Business Studies and Accounting, Seychelles Institute of Technology, Maritime Training Academy, National Institute of Health and Social Studies, Seychelles Tourism Academy, Seychelles Institute of Art and Design, Seychelles Institute of Agriculture and Horticulture, Seychelles Institute of Teacher Education, Seychelles Institute of Distance & Open Learning and The Guy Morel Institute. The National Institute of Health and Social Studies is linked to the Ministry of Health, the Seychelles Tourism Academy to the Ministry of Tourism, and the other PCs mainly to the Ministry of Education and Human Resource Development. Study areas include business, accounting, finance, human resources, marketing, public administration, computing, information technology, network security, law, economics, tourism, travel, environmental and marine studies, food safety, education, teacher training, social work, youth and community work, peace and conflict studies, health, maritime studies, art, design, agriculture and horticulture. English is the main language of study. UniSey's official languages are English, French and Kreol Seselwa, while some programmes such as MASTRI use all three languages. Language support and language requirements can form part of a tertiary programme; standalone language learning belongs outside this study scope. The Seychelles National Qualifications Framework (SNQF) has ten levels. The Seychelles Qualifications Authority registers and quality-assures recognized certificates, diplomas and degrees. A diploma is typically at SNQF Level 5, an advanced diploma at Level 6, a bachelor's degree at Level 7, a bachelor's honours degree at Level 8, a postgraduate or master's qualification at Level 9, and a doctorate or post-doctorate at Level 10. UniSey offers certificates and diplomas, bachelor's degrees such as BSc, BA and BEd, honours programmes, postgraduate certificates including PGCE, master's awards such as MA, MSc, CEMBA, CEMPA and MASTRI, and doctorates including the Doctor of Business Administration and Doctor of Business Leadership. Some programmes are delivered with overseas partners such as the University of Mauritius, University Technology of Mauritius, SEGi University Malaysia, Université de La Réunion, Aix-Marseille University and Commonwealth programmes. A bachelor's programme commonly lasts at least three years. Examples include a three-year full-time BSc in Business Administration, a four-year LLB and honours programmes that commonly last three years. Some programmes take longer when studied part-time; Social Work can take up to six years part-time. Master's programmes commonly last two years. CEMBA and CEMPA normally take at least two years and up to five years through part-time, blended or self-paced study. A PGCE takes about 18 months, while the DBA and DBL generally take three years. Depending on the programme, study may be full-time or part-time and may combine classroom teaching, virtual or blended learning, self-study, internships or practical placements. Admission requirements depend on the programme. Undergraduate entry commonly requires a minimum age of 17, two A Levels and three O Levels or IGCSEs, including English and Mathematics at Grade C or an equivalent result. A relevant diploma or certificate together with work experience can provide an alternative entry pathway, and recognition of prior learning or a technical pathway may be available for some programmes. Degree and master's applications commonly require identification or a passport, a passport photograph, certified certificates and transcripts, a CV and a reference letter. Seychelles Qualifications Authority verification may be required. UniSey charges a non-refundable application processing fee of SCR 300, and submitting complete documents does not guarantee admission. Progression can depend on prerequisites for individual course units. Programmes use course units, credits and approved curricula. Students may complete coursework, projects, research, dissertations and written examinations. UniSey's First-Degree Regulations require at least 80% class attendance, and internal and external examiners or moderation support assessment quality. Graduation normally requires the prescribed units and assessments, the minimum number of credits and settlement of university debts. UniSey Assessment Services handles transcripts and graduation-related assessment services. UniSey's published 2024-25 fees can change. Approximate annual fees are SCR 60,000 to SCR 85,000 for a diploma, SCR 125,000 to SCR 165,000 for a bachelor's programme and SCR 85,000 to SCR 100,000 for a postgraduate or master's programme. MASTRI is listed at SCR 150,000 per year for 2026. DBA and DBL fees are listed as SCR 72,000 in year one, SCR 84,000 in year two and SCR 74,000 in year three. Application fees and living costs are additional, while overseas tuition and living costs vary by destination and programme. Funding can come through the Government of Seychelles Scheme administered through the Careers and Further Education Agency (CaFEA), local bank loans and scholarships. A scholarship package may cover tuition, a stipend, allowances and course materials; an in-service award may instead provide a proportionate salary. Bonding commonly lasts at least two years and no more than seven years, while fragmented training can add study periods up to a maximum of five years. The Ministry of Education also publishes bilateral and international opportunities, including scholarships connected with China, Stipendium Hungaricum, Fulbright, Pan African and Cuba, as well as digital scholarships. The Ministry of Education and Human Resource Development sets policy, oversees public Professional Centers and provides a scholarship channel. The Tertiary Education Commission regulates and coordinates the tertiary sector and advises on institution admission, fees, programmes and funding, including oversight of private and foreign programmes with the Seychelles Qualifications Authority. The Seychelles Qualifications Authority manages the SNQF, accreditation and validation, the qualifications register and recognition of foreign qualifications. UniSey manages its programmes through its Council, Senate, Registrar, Assessment Services and student support structures. After graduation, common immediate pathways include employment, further tertiary study and overseas postgraduate study or scholarships. International students with equivalent foreign qualifications generally need proof of English, an offer, a Confirmation of Enrolment and a Student Permit.
