There is no single national neighbourhood or living-together office in Seychelles. District Administration Offices provide local contact points for government, community and NGO programmes, including community empowerment activities. Community Social Work and the Family Support Unit assist with social and family matters, while the Seychelles Police Force handles emergencies, suspected crimes and safety complaints. The Family Tribunal deals with family and child disputes, and the Office of the Ombudsman examines alleged unfair action by public authorities after internal remedies have generally been used. Ombudsman services are free. Different problems follow different routes. Immediate danger or a crime should be reported through 999; Crime Stopper at 133 accepts anonymous or confidential reports about crime, suspicious activity and service complaints. Family or domestic violence is covered by the Domestic Violence Act 2020, including emotional, verbal, physical, sexual, economic and psychological abuse. Noise, waste, poor sanitation, overcrowding, bad ventilation, sewage, animals, odours and harmful vibrations can become public-health nuisances. The Public Health Commissioner or an authorised officer can inspect, issue a written abatement notice with a reasonable period for correction, and in serious cases restrict use or occupancy. Seychelles has no evidenced general district mediation procedure with one standard application, deadline or fee, and the Family Tribunal's mediation function does not create a general service for neighbour disputes. Public spaces have additional rules. On beaches, a game, sport or other activity likely to cause danger, obstruction, inconvenience or annoyance requires prior written consent from the Commissioner of Police. Authorities may allocate beach or inshore zones, users, days and times. Parking, waste, cleanliness and good order are also regulated, and the Environment Protection Act sets noise standards and allows area-specific limits, abatement measures and authorisation for exceeding a limit. Physical planning can designate roads, public buildings, parks, open spaces and public rights of access towards the sea or land. People may form a registered non-profit association under the Associations Act 2022. At least five people need a shared non-profit purpose. The proposed secretary must submit the written application within three months of the formation meeting, with officer and identity details, the constitution, resolution and minutes. The Registrar of Associations can register the association, request changes or refuse registration. The secretary must live in Seychelles; registration is listed as free. A registered association submits an annual return by 31 January, and changes to its office or officers must be reported within 14 days. The Constitution protects equality and dignity, privacy, expression, peaceful assembly and association, and freedom of conscience and religion. Restrictions may apply where provided by law and necessary in a democratic society, including to protect public safety, public order, public health or the rights and freedoms of others. Seychellois Creole, English and French are the national languages. Formal equality does not remove every practical barrier: documented concerns include marginalisation and prejudice affecting, among others, LGBTI people, children and young people, people with disabilities, people with mental-health conditions and people affected by racism. The Mental Health Care Act 2020 supports access, rehabilitation, community integration and protection against discrimination. Digital coexistence has no separate state mediation body for general online behaviour or cyberbullying. The Data Protection Act 2023 gives people rights to know what personal data an organisation holds, request correction and, where applicable, seek deletion or restriction and withdraw consent. The Information Commission supervises and enforces data-protection law and can receive complaints. Privacy rights coexist with limits on expression that protect reputation, rights, freedoms and private life; suspected digital crime can be reported through the police routes. Shared-housing contracts, rent disputes and housing access belong mainly to housing law, although health hazards and nuisance in a shared dwelling can bring the Public Health Authority into the matter.
Living together in Seychelles
Living together in Seychelles is shaped by constitutional rights, local district services and rules for homes, neighbourhoods and public spaces. Seychelles has 26 districts served by 27 District Administration Offices, while responsibility for conflicts, safety, health, privacy and public order is divided among several authorities. Everyday coexistence also depends on respecting other people's dignity, privacy, freedom, safety and access to shared places.
Tip
Choose the response route by the actual risk and problem, not by the general label of a neighbourhood dispute. Use a calm direct approach only for low-risk issues; use the police, Social Affairs, Public Health, the Family Tribunal, the Information Commission or the Ombudsman when the facts require formal protection or review. Keep a short written record so the relevant authority can act on specific information.
