The Culture, Heritage and the Arts Act 2026 replaced the Seychelles National Institute for Culture, Heritage and the Arts Act 2021. Services, regulations, staff, property and liabilities continue through the statutory transition, with the Ministry responsible for Culture holding overall responsibility. The Act covers visual, performing, literary and applied arts, including painting, sculpture, photography, crafts, design, music, dance, theatre, film and creative writing. The Seychelles Arts and Crafts Agency supports arts and crafts development, emerging artists, mentoring, apprenticeships, training, certification, artist and artisan registration, exhibitions and small grants. The Seychelles Creative Agency focuses on skills, export, market and business access, intellectual-property support, grants and infrastructure. The Conservatoire of Performing Arts provides courses such as piano, ballet, voice, acting, guitar, strings, brass and woodwind, but its current fees are not published. Seychelles also has established cultural bodies for language, museums, archives, libraries and heritage, including the Seychelles Creole Institute, the Seychelles Museum, Archives and Library Authority, the Seychelles Heritage Agency and the National Library. Artists can seek formal recognition through the national Artist Registration process. The documented requirements include Seychellois nationality or residence, a relevant income share, activity in areas such as visual art, music, dance, theatre, creative writing or media arts, evidence of work or performances, and two referees with at least five years of experience. The national registry required by the 2026 Act does not remove the need to check the current application process with the responsible agency. Music combines formal training, ensembles and associations. Sega and Moutya are established local forms. The Seychelles Authors and Composers Society administers royalties, while SEYMAS represents musicians. Creole literature has established support through the Seychelles Creole Institute, which works on orthography, vocabulary, grammar, author assistance, editing, publishing, distribution and research. The University of Seychelles and its language and research programmes also cover literature, oral literature, theatre and performance. The MASTRI programme lasts two years, carries 174.5 credits and is listed at SCR 150,000 per year, with instruction in Kreol, English and French. Film production exists locally, although the production and market structure is fragmented. The Seychelles Film Classification and Permit Office handles classification for video material offered for rental or public exhibition and issues filming permits. Its published process takes about one week, and ratings include U, Pg-12, Pg13, 12, 15, 18 and 18X. Photography and digital art have an established but fragmented exhibition pathway. A 2023 Creative Agency exhibition presented work by 18 artists from 12 July to 12 August with free entry. No Seychelles-specific rule for digital assets or NFTs was identified, so general copyright and intellectual-property rules remain relevant. Craft activity includes vakwa, raffia, wood, coconut shell and seashell or coco-de-mer-shaped objects. The Arts and Crafts Agency uses workshops, traditional-skills transfer and artisan registration, while sales commonly take place through exhibitions, tourism-linked outlets and other cultural markets. Visual-art and craft prices do not follow a comprehensive national price register. Architecture and design fall within the broad arts definition, but professional architecture is mainly regulated through the Seychelles Licensing Authority and the Seychelles Registered Construction Professionals Council. The arts context covers their aesthetic and creative aspects, not general construction or planning compliance. Copyright protection applies under the Copyright Act 2014 to literary, musical and artistic works, films, performances, sound recordings and broadcasts. Registration with the Registrar of Copyrights in the Intellectual Property Office of the Department of Legal Affairs is voluntary and serves as evidence; it does not replace a review of ownership, licences or third-party rights. The Creative Agency provides intellectual-property support. Publishers and producers must deposit three print copies and one digital copy within 30 days under the 2026 framework, while one copy of each publicly circulated audio-visual work must reach the National Archives within 14 working days. The National Library serves as the national literary repository and handles ISBN, ISSN, lending, reference and bibliography functions. Museums and archives support collections, conservation, research, displays, education and public access. General access to administrative or sensitive archival files is ordinarily linked to a 30-year period, subject to exceptions and approval. Grants are available through the Arts and Crafts Agency and Creative Agency. The Culture and Arts Trust Fund is listed at SCR 1,000,000, but its current administration should be confirmed because some finance information still refers to SNICHA after the 2026 statutory transition. General national grant information describes registered non-profit organisations with at least one year of operation, grants of SCR 100,000 to SCR 750,000, project periods of six to twelve months and an own contribution of at least 10 percent. A 2026 budget allocation of SCR 10,000,000 supports a new Performing Arts Centre in Mont Fleuri.
Art in Seychelles
Art in Seychelles includes visual and applied art, music, dance, theatre, film, literature, photography, design and digital forms. The sector has formal public institutions, artist registration, training, exhibitions, copyright protection and grant programmes, while commercial markets remain relatively small and uneven. The Ministry responsible for Culture now leads the framework under the Culture, Heritage and the Arts Act 2026.
Tip
Match your artistic activity to the institution that can actually help: the Seychelles Arts and Crafts Agency for registration, training and small grants, the Seychelles Creative Agency for market, export and intellectual-property support, and specialist bodies for literature, performance or film. Protect ownership, plan publication and archive deposits, and verify current procedures before spending money because the 2026 statutory transition affects administration and some funding information.
