Senegal has no single national pathway for an artist, cultural worker or art organisation. The Ministry responsible for Culture works through bodies with different responsibilities. The Direction des Arts covers visual art, design, fashion, music, theatre, storytelling, puppetry, dance, choreography and professional development. The Direction du Livre et de la Lecture supports creation, publishing, printing, distribution, writers, national languages, public libraries and CLAC services. The Direction de la Cinématographie deals with cinema and audiovisual regulation, training, technical development, funding and preservation. The Direction du Patrimoine Culturel handles inventories, classification, restoration, state art collections and museums. Training is available through the Ecole Nationale des Arts (ENA), the Ecole Nationale des Arts et Métiers de la Culture (ENAMC), UCAD and ISAC. Programmes include visual art, stage arts, cultural animation, music, dance, acting, design, photography, audiovisual work, media arts, cinema, architecture and urban planning. Admission may use a concours or programme-specific criteria. Fees, documents and deadlines vary by institution and announcement, so no single national fee or application calendar applies. Visual art and design are connected to the Direction des Arts, ENA and ENAMC, the Musée Théodore Monod d’art africain of IFAN, the Musée des Civilisations Noires, Musée Boribana and Dak’Art. Dak’Art, the Dakar Biennale, takes place every two years and focuses on contemporary African art and the African diaspora. The 2026 edition is scheduled for 19 November to 19 December 2026 according to the research schedule; its open call covered 13 visual disciplines, required 10 categories of documents and had a 15 June 2026 deadline. Independent OFF events provide parallel exhibition and presentation opportunities. Selection rules and application details remain specific to each edition. Music and performing arts use institutions such as the Orchestre national du Sénégal, the Grand Théâtre National Doudou Ndiaye Coumba Rose, the Compagnie du Théâtre national Daniel Sorano, Maison de la Culture Douta Seck, ENA and ENAMC. The Grand Théâtre has a large hall with 1,800 seats and rents space for events. Ticket and rental prices depend on the event and agreement rather than a single general tariff. Literature is supported through the Direction du Livre et de la Lecture, FILDAK, literary meetings, the national library network and CLAC services, including support for publishing, co-publishing and translation. Cinema and audiovisual art receive regulatory and financial support through the Direction de la Cinématographie and FOPICA under Law 2002-18. Access to FOPICA funding is tied to project calls and legally constituted production structures registered under the applicable production requirements. FDCUIC, an EPIC since 2023, supports structuring, training, events, production, creation, distribution, exchange and mobility. Copyright and neighbouring rights are governed by Law 2008-09. BSDA manages collective rights, handles registration and administration, requires prior authorisation for certain public uses, receives programme or repertoire declarations, collects income and supports enforcement. The artist-status law adopted on 30 December 2020 addresses qualification, collaboration contracts, access to the profession and state support. Contract terms and social protection remain practical concerns for artists and cultural workers. Heritage work includes museums, monuments, cultural archives and digitisation under the Direction du Patrimoine Culturel. IFAN and UCAD operate the Musée Théodore Monod d’art africain and the Musée historique de Gorée, while the Musée des Civilisations Noires presents painting, sculpture, tapestry, photography, video and installation. It opens Tuesday to Sunday from 10:00 to 19:00 and is closed on Mondays; guided tours are available for groups of at least 10 people. The MSAD in Thiès focuses on decorative arts and tapestry. Architecture functions both as an artistic and preservation field and as a training field, rather than belonging primarily to general history. Intangible cultural heritage is community-based and differs by region. Senegal’s state inventory contains 59 elements from 14 regions, while UNESCO listings include Kankurang, Xooy and Ceebu Jën. Protection and transmission involve communities, documentation and cultural mediation, and should not be treated as identical to contemporary art production. Regional work also develops through FESNAC, cultural centres, local initiatives, festivals, associations, artist collectives, residencies, private galleries and producers. Dakar remains the strongest centre for professional visibility, but legal and financial effects vary by institution and funding source.
