San Marino's formal civil-protection system is based on national legislation including Legge 27 gennaio 2006 n. 21, Legge 25 gennaio 2011 n. 5, Decreto Delegato 24 febbraio 2016 n. 18, Decreto Delegato 28 gennaio 2021 n. 9, Legge 2 maggio 2023 n. 75, Decreto Delegato 3 novembre 2023 n. 158 and Decreto Delegato 20 febbraio 2024 n. 32. The Coordinamento per la Protezione Civile provides political and technical direction under the chairmanship of the Segretario di Stato per il Territorio e l'Ambiente. The Servizio Protezione Civile (SPC), within the Dipartimento Territorio e Ambiente, prepares plans, coordinates operations, issues warnings and directs technical action. In an exceptional emergency, its head can issue binding orders, convene the Unità di Crisi and use private people or resources under the powers provided by law. The Coordinamento can also requisition goods and resources and order citizens to support emergency work. Castelli and Giunte di Castello provide local administrative support.
