The Giunte di Castello, led by Capitani di Castello, are the main local contact points for neighbourhood concerns, citizen meetings and Castello events. They cooperate with Case di Castello, Centri Sociali, Parrocchie and associations. San Marino has no nationwide neighbourhood council or dedicated neighbourhood mediation service documented in the reviewed sources. Housing and co-housing rules belong to the separate housing field; conflicts involving neighbours, condominiums or families can instead lead to police or court procedures. The Punto di Facilitazione Digitale documents free basic digital-literacy support, and planned Castello networks may expand local digital participation. San Marino's equality framework protects equal treatment and freedom of assembly and association. Legge 28.04.2008 n.66 criminalizes incitement to hatred, discrimination or violence based on racial, ethnic, national or religious characteristics or sexual orientation. Legge 06.05.2016 n.57 implements the Istanbul Convention and addresses gender-based and domestic violence. The Authority per le Pari Opportunità has three members serving four-year terms and can receive esposti, conduct studies and promote equality and participation.
