Disasters in Saint Lucia

Saint Lucia's main disaster risks include hurricanes and high winds, storm surge, coastal flooding, river and flash flooding, heavy rain, landslides, drought and extreme heat. Earthquakes, Soufriere volcanic activity, tsunamis, wildfires, oil spills, hazardous-material incidents, dam failure and failures of utilities, transport or supplies can also cause serious harm. Hurricanes, high winds, coastal flooding and river flooding are assessed as very high risks, while drought and retail supply disruption are high risks. Flash flooding, heat, dam failure and communication or electricity failures have lower or medium assessments, but their effects can become severe when several systems fail together. The Disaster Management Act No. 30 of 2006 provides the legal framework. NEMO means the National Emergency Management Organisation; its Secretariat is based in Bisee-Castries. The National Emergency Management Advisory Committee (NEMAC) supports national decisions, while the National Emergency Operations Centre (NEOC) operates through NEMO headquarters when coordination is needed. Eighteen District Disaster Committees support district and community preparedness. NEMO's plans cover hurricanes, floods, landslides, earthquakes, volcanic eruptions, shelters, relief distribution, damage assessment, maritime search and rescue, urban search and rescue, oil spills, hazardous materials, heat, drought, wildfires, telecommunications and transport. Saint Lucia Meteorological Services (SLMS) monitors weather and ocean conditions and issues forecasts, advisories and impact-based warnings. Flood warnings may identify exposed areas. Official information comes from SLMS, NEMO, the Government Information Service and authorised media. Alert Levels are Green, Yellow, Orange and Red. A Blue Code can convene NEMAC when activity near a neighbouring volcano requires attention. For tsunami hazards, SLMS, the Saint Lucia Fire Service and NEMO receive products from the Pacific Tsunami Warning Center and determine the alert message for Saint Lucia. The Saint Lucia Fire Service responds to fires, medical emergencies, rescues, floods, hazardous-material incidents and natural disasters. Call 911 for an acute emergency requiring its assistance. NEMO may activate the NEOC when a storm approaches or a volcanic alert level changes, based on expected damage and needs. National, sectoral and district operations centres may then coordinate response, with rotating teams supporting continued operations. An evacuation removes people from a defined danger area to a safer place until return or relocation is possible. A formal evacuation notice under the Disaster Management Act is binding. Breaching it can lead to imprisonment for up to six months, a fine of up to $3,000, or both. NEMO publishes district and community evacuation plans and shelter lists. The Ministry of Infrastructure, Housing and Physical Development inspects and certifies shelters. Shelters normally do not open before a storm; people should go only after NEMO announces that a shelter is open. A listing does not establish local capacity or guarantee admission. NEMO recommends keeping household supplies ready, renewing stored water every six months and treating the home as the primary shelter when it is safe. A household may instead arrange in advance to stay with family or friends. After damage, the official Apply for Assistance from NEMO form and National Response Forms allow affected needs to be reported. Damage should be itemised by location and item. Public information does not set one universal eligibility rule, payment amount, fee or processing deadline, so an application does not guarantee assistance or a stated payment. Recovery planning includes damage assessment and needs analysis, relief distribution, emergency works, shelter, well-being and restoration of affected sectors. Public recovery guidance remains incomplete, and procedures for anticipatory action and shock-responsive social protection are still being refined. Water systems such as the John Compton Dam, Theobalds Treatment Plant and sewerage, along with LUCELEC electricity, telecommunications, roads, airports, seaports, emergency services, health care, food, agriculture, government, finance and tourism, can create cascading effects when damaged.
