Rwanda is an independent, sovereign, democratic, social and secular republic governed by the Constitution of 2003, as amended in 2015 and 2023. Executive, legislative and judicial powers are formally separate and independent but work as complementary parts of the constitutional system. National institutions set policy and laws, while decentralised districts and the City of Kigali deliver many public services and manage local finances.
