Pets in Rwanda

People in Rwanda commonly acquire pets privately, through rescue and rehoming groups or through online listings, especially in Kigali. No national public register for breeders, pet shops or adoptions has been established in the available arrangements. Before taking an animal, check its vaccination record, veterinary condition and proof of ownership or origin. If a dog-related business is operated, Rwanda National Police guidance points to company registration through the Rwanda Development Board. Owners remain responsible for controlling their animals. Dogs should stay indoors or on a leash rather than roam freely. On public roads, a dog should be leashed and accompanied by a responsible, mature handler who carries the vaccination certificate. Order No. 009/11.30 of 18 November 2010, particularly Articles 4 to 10, addresses dog keeping, abandoned dogs and measures against stray dogs. The Rwanda National Police, local veterinary services and local authorities may enforce these rules. Authorities may remove or kill a stray or suspected rabid dog as part of an official control measure. Dogs and cats need regular, current rabies vaccination. Rwanda's National Rabies Elimination Strategy 2026-2030 plans animal census, registration and tracking, vaccination identification, mass vaccination, stray-animal control and welfare enforcement, but a fully operating national pet registry has not been established. The Rwanda Agriculture and Animal Resources Development Board, known as RAB, handles animal disease control, vaccination, vaccine quality, import and export permits, public-health inspections and diagnostic laboratories. The Rwanda Council of Veterinary Doctors, or RCVD, supports the professional framework for veterinary doctors. The 2025 Veterinary Services Management and Animal Medicines Information System, VSM/AMIS, provides for registration and licensing of veterinary professionals, clinics and pharmacies. Private veterinary services are available across Rwanda, with denser coverage in Kigali; nationwide emergency capacity is not uniform. A published veterinary tariff from 2018 lists an anti-rabies intervention for a dog or cat at about RWF 3,000 to 4,000, excluding the vaccine cost. Combined vaccination also adds the intervention and vaccine costs. Spaying a dog or cat is listed at about RWF 75,000 to 100,000. Local providers should confirm current prices because the published tariff may no longer reflect every clinic's charges. International travel requires separate preparation. Importing a dog or cat into Rwanda requires a RAB permit for each shipment and a vaccination certificate from the country of origin. Exporting requires a RAB veterinary health certificate issued after examination showing that the animal is free of disease and parasites. Typical documents include an application letter, passport, veterinary health certificate, payment receipt and vaccination card. A general live-animal permit should be requested through ARIMS at least three days before shipment. The original permit and veterinary certificate should accompany the animal, and a non-compliant consignment may be rejected. The destination country and airline can impose additional conditions. RAB's listed export veterinary health certificate fee is RWF 15,000, with processing taking approximately 15 minutes to 1 hour and 5 minutes. Rwanda has no demonstrated single national system covering registration, holding licences, public surrender or state shelters for all privately kept animals. After ownership ends, owners may contact Welfare for Animals Guild Rwanda for rescue, rehabilitation, fostering or rehoming, use RwandanPets rehoming and adoption listings, or seek private veterinary and community support. Rwanda Animal Welfare Organization works on humane dog population management, spaying and castration and veterinary training. These routes are mainly private, NGO-based or informal, concentrated more strongly in Kigali, and do not guarantee admission, funding, placement time or shelter space. Cats and other pets can be kept privately, but comparable national rules and services are less developed or not clearly established.
