Rwanda has a national tertiary education system with public and private institutions. Universities usually offer broad undergraduate and postgraduate programs, including research degrees. Specialist institutes focus on a narrower field. Rwanda Polytechnic provides technical and applied tertiary education, including Diploma, Advanced Diploma and Bachelor of Technology programs. The University of Rwanda is a multi-campus research university, while the Institute of Legal Practice and Development provides postgraduate legal education. Private institutions need the required operating agreement and authority to award degrees. The Ministry of Education currently lists 34 general higher education institutions and 5 polytechnics, but official lists are not fully harmonized, so accreditation and the specific program listing should be checked for the intended intake. The Rwanda Qualifications Framework has 10 levels. Higher education commonly maps Diploma to level 6, Advanced Diploma to level 7, Bachelorās Degree to level 8, postgraduate certificates and diplomas, medical fellowships or subspecialties and Masterās Degrees to level 9, and Doctorate or PhD qualifications to level 10. Institutions may offer full-time, blended, evening, weekend, part-time or distance study. A common academic model uses two 15-week semesters with 12 teaching weeks, 1 revision week and 2 examination weeks. Part-time programs may use three 15-week periods. The actual calendar, credits, modules and progression rules remain institution- and program-specific. The Higher Education Council, known as HEC, regulates general higher education and sets national policies. The 2025 national admission policy generally requires an Advanced Certificate of Secondary Education with an average pass mark of 50% for first-year undergraduate access, or equivalent evidence, together with sufficient English. Programs can impose higher marks or specific subject requirements. HEC policy also addresses academic, language, medical and moral criteria, while regulated professions may require additional professional-body conditions. The University of Rwanda application uses an Index Number and allows up to three program choices. Its application fee is 5,000 Rwandan francs for Rwandan and East African Community applicants and 6,000 francs for non-East African Community applicants. Rwanda Polytechnic generally accepts completion of Senior 6 or Level 5 technical and vocational education, at least two relevant principal passes, identification or a passport and an online application through its management information system. An Advanced Diploma can provide a pathway to a Bachelor of Technology program when the required transcripts and certificates are accepted. There is no single national tuition fee. Charges depend on the institution, program, study mode and sponsorship arrangement. Common costs include application, registration, identification, insurance, examinations, library and information technology services, sports, accommodation and repeat assessments. Rwanda Polytechnicās published table lists an application fee of 5,000 Rwandan francs, registration of 50,000 francs for new students and 25,000 francs for continuing students, self-sponsored annual fees of 600,000 francs for an Advanced Diploma and 1,651,000 francs for a Bachelor of Technology, and accommodation of 50,000 francs per year. Its published repeat fees are 5,000 francs per credit for an Advanced Diploma and 17,815 francs per credit for a Bachelor of Technology. These figures are intake-specific and should be verified with the institution. The University of Rwanda states that its fee structure was updated in 2025, although some underlying tables date from 2018. The HEC Bursary, Loan and Fund Management Unit handles scholarships, loans and bursaries through the HEC Management Information System. HEC selects or approves eligible beneficiaries using factors such as priority fields, admission, academic and financial criteria and available funds. The Development Bank of Rwanda administers disbursement and recovery according to the loan or bursary contract. Repeating or suspending study can affect support under the applicable rules, and admission does not automatically create a funding award. Institutions, private sponsors and other schemes may provide separate assistance. Teaching combines modules, continuous assessment and semester examinations. HEC approval and accreditation shape curricula, while program rules may require professional modules, a dissertation, research or a practical project. Rules for failed modules, repeats, progression and maximum attempts come from the institutionās academic regulations and should not be assumed from another provider. HEC coordinates verification of graduand files before graduation. Institutions also set rules on academic integrity, student conduct, disability support and inclusion. Student services can include welfare support, libraries, information technology, health and insurance arrangements, sports, accommodation, student associations and career guidance. Rwanda Polytechnic also emphasizes industry placement and entrepreneurship. After graduation, possible transitions include employment, licensing in a regulated profession, postgraduate study, qualification or credit transfer and entrepreneurship. A qualification does not guarantee a job or a professional licence. Foreign tertiary qualifications require equivalence through HEC, normally using notarized certificates and transcripts, the underlying qualification and identification or a passport. The current HEC service fee is 60,000 Rwandan francs for Rwandan applicants and 120 US dollars for non-Rwandan applicants, with a stated target of 10 working days after a complete and confirmed file.
