Carry a travel document accepted by Rwanda that remains valid for at least six months. Since 1 January 2018, Rwanda has offered visa on arrival to nationals of all countries at Kigali International Airport and land borders, but visa requirements, fees and permitted stay depend on nationality and visa type. Citizens of EAC states can receive a fee-free stay of up to six months. Citizens covered by the African Union, Commonwealth or La Francophonie arrangements can receive 30 days without a visa fee, while nationals of 19 designated states can receive 90 days without a fee. Other visitor visas can cost up to USD 50 for a single entry or USD 70 for multiple entry, with permitted stays commonly linked to a 30- or 90-day visa type. Check the current nationality-specific rule before departure. Applicants who are not visa-exempt can apply online through IremboGov or through a Rwandan diplomatic mission and can pay online or on arrival. DGIE warns against unauthorised visa agents. A visitor visa does not authorise work, and changing status after entry depends on the visa type and applicable procedure. Health checks can affect entry. DGIE may request proof of medical insurance. Yellow fever documentation follows World Health Organization and Ministry of Health rules. Travellers from a yellow-fever endemic or outbreak country generally need vaccination at least 10 days before travel and a valid certificate. A traveller from a non-endemic country without an active outbreak generally does not need the certificate, while an active outbreak or travel through an affected country within the previous 24 days can trigger certificate, temperature and self-reporting requirements. A certificate issued less than 10 days earlier can lead to quarantine until it becomes valid. Declare goods and other articles to customs on arrival. A verbal declaration or Form 126 Bis can be used for goods valued up to RWF 500,000; goods above that value use a DD COM declaration. Personal household baggage qualifies as personal-use baggage only within the quantities accepted by customs, and goods intended for sale do not qualify as personal needs. Keep the declaration and any customs record for later reference. At Kigali International Airport, registered taxis and cab ranks operate outside the arrivals gate around the clock. Across Rwanda, buses are regulated by the Rwanda Utilities Regulatory Authority (RURA); Kigali uses automated fare collection, and intercity travel can use electronic tickets or mobile booking. Fares and services can change, so check RURA information or the provider before travelling. Emergency numbers include 112 for general emergencies, 111 for fire, 113 for traffic accidents, 912 for ambulance, 114 for the RBC health call centre, 116 for child protection, 3512 for gender-based violence, 3511 for police abuse and 997 for corruption reports. IremboGov is Rwanda's state e-government portal. A foreigner without a Rwandan national ID can use an Irembo agent or support channel where a service requires assistance. Rwanda is administered through four provinces and the City of Kigali, divided into 30 districts; practical responsibility often lies with the local Sector rather than with a national office. A Sector is the local administrative level responsible for many address-related services. A Certificate of Residence confirms the current address of a Rwandan or foreign resident. Apply through IremboGov or an Irembo agent using the actual Sector where you live. A foreign applicant provides a passport number and valid telephone number or email address. The Sector Executive Secretary approves the certificate, which normally takes one working day and costs RWF 1,500; the certificate can be downloaded after notification by SMS or email. Residence status has a separate immigration process. For a first residence-permit application, the stated grace period is 15 days after entry; sanctions can apply after that period. After a permit expires, five days are available for departure or renewal without sanction under the cited guidance. The appropriate category depends on work, study, family or another lawful purpose. DGIE or Irembo should confirm the category, required documents and current practice. Documents such as police clearance certificates may require an official translation into English or French. EAC citizens do not pay a residence-permit fee under the cited rules. A temporary permit is described in the relevant Ministerial Order as generally issued within 10 days of application, but actual processing should be verified. A foreigner with an approved residence permit that has more than six months remaining can apply for a Foreigner ID through DGIE or Irembo. Applicants generally need to be at least 16 years old and provide a passport or travel document, residence permit, photograph and the form required by the application channel. The stated fee is RWF 5,000 and the current Irembo processing time is five days. The Foreigner ID and residence certificate serve different functions: one identifies an eligible foreign resident, while the other confirms the current address. The Rwanda Biomedical Centre (RBC) provides a health-facility locator, and 114 or 912 can be used for health assistance or ambulance emergencies. The official Mutuelle de Santé service information reviewed for Rwanda describes an application process for Rwandans or a household head using a national ID; it does not establish a direct foreigner process. Foreign residents and visitors should therefore verify employer or private insurance separately and should not assume that Mutuelle de Santé automatically covers them. Legal stay, the permitted purpose of entry, visa or permit limits, customs declarations and the conditions attached to local documents remain separate responsibilities.
Arrival in Rwanda
Arrival in Rwanda combines immigration, health, customs, transport and local administrative services rather than one central arrival service. The Directorate General of Immigration and Emigration (DGIE) handles entry and residence status, while IremboGov provides many government services online. Local address services are handled by the relevant Sector, the local administrative unit.
