Pets in Congo Republic

The local term for companion animals is animaux de compagnie. Common pets include dogs and cats, while parrots, other birds and some small animals also occur. Primates and other wild or protected species do not have the same legal status as ordinary pets; wildlife and CITES rules may apply, with the Agence Congolaise de la Faune et des Aires Protégées or the relevant wildlife authority involved. There is no reliable evidence of a nationwide pet register, compulsory microchip system, public animal shelter network or current national pet-welfare law. Buying, adopting and giving away animals therefore often happens through private contacts, local providers or associations. Before taking an animal, check its origin, health condition, vaccination record and legal status. A seller should not offer an animal from an infected area or sell an animal known to be infected. Veterinary care is provided through the Direction Générale de l'Élevage, the Direction de la santé animale, departmental livestock and veterinary services, private cabinets vétérinaires, veterinary pharmacies and associations. The Service Vétérinaire Privé de Proximité and the Centre National de Contrôle des Epizooties are relevant public-health contacts. Documented private services include Pro-Vet in Pointe-Noire and the Association de Défense des Animaux du Congo in Bacongo, Brazzaville. Their services may include examinations, vaccination, parasite control, treatment, surgery, emergency care and pharmacy services, but availability and prices are not guaranteed nationwide. Rabies has particular relevance. Historical surveillance recorded biting or scratching animals in Niari, with dogs making up most recorded cases, and rabies virus confirmation followed through the Laboratoire de Diagnostic Vétérinaire de Brazzaville and an OIE reference laboratory. Current nationwide prevalence is not established. Dogs involved in serious biting incidents may be observed in designated kennels, including facilities documented in Brazzaville and Pointe-Noire. After a bite or scratch, report the incident promptly to a veterinary or hygiene service and obtain separate medical care for the injured person. For international travel, dogs and cats may require a certificate of origin and health, a rabies vaccination certificate and official veterinary or customs processing. An accessible order describes rabies vaccination older than one month and younger than six months, while animals under three months are described as exempt from certain formalities; confirm the current application with the DGE or veterinary inspection service before travel. Imports may require an authorization for live animals, and commercial or non-personal imports can involve declarations and veterinary and customs controls. Export or transfer can require an export certificate, a health clearance and a laissez-passer sanitaire. The carrier, transit countries and destination country impose additional rules. An accessible official fee schedule from 2008 lists 5,000 F CFA for an import authorization for a companion animal, 2,000 F CFA for an export certificate for dogs or cats, 5,000 F CFA for a laissez-passer sanitaire, 1,000 F CFA for a health certificate, 1,500 F CFA for a clinical examination and 1,000 F CFA for an individual vaccination. The schedule's current status is not confirmed, so the applicable charge must be checked before payment. Unauthorized import or export can attract penalties reported at 50,000 to 1,000,000 F CFA. No nationwide public surrender or rehoming service is documented. Private clinics and associations may help arrange treatment, transfer or adoption, but each handover must be agreed individually. Abandoning an animal is not an established regulated solution; arrange a responsible transfer and provide the new keeper with health and vaccination records.
