Qatar’s electoral system must be understood within its wider political structure. The country is a hereditary constitutional monarchy led by the Emir, so elections do not determine the head of state or replace the central role of the Emir and the government. Qatar has used elections for the Shura Council, which is the country’s consultative and legislative institution.
