Elections in Norway

Norway holds national parliamentary elections, called Stortingsvalg, on a regular four-year cycle. It also holds local elections for municipalities and counties, commonly called kommunevalg and fylkestingsvalg. These elections have different responsibilities and eligibility rules. In a Stortingsvalg, voters choose party lists in electoral constituencies. The result is based mainly on proportional representation, which means that parties generally receive seats according to their support. The system also includes arrangements intended to make the national result more representative across the country. The Storting has a fixed election period, and Norway does not normally use early national elections in the way some other parliamentary countries do. After the result, parties negotiate support and a Government must be able to work with the elected Storting. Local elections choose representatives to the kommunestyre and fylkesting. Municipal councils decide many local matters, while county councils deal with regional responsibilities. Local election choices can therefore affect schools, transport, planning, culture, and other services close to daily life. Voting is secret. A voter normally selects a party or list and follows the official procedure for confirming the choice. Local elections may provide more opportunity to influence individual candidates or the order of names than national parliamentary elections. Norwegian citizens who meet the legal requirements can vote in Stortingsvalg. Local elections can also include eligible residents who are not Norwegian citizens, subject to the rules for residence and registration. The exact right to vote depends on the election and the person’s legal status. Before an election, eligible voters are included in an official electoral register. Voting may be possible in advance as well as during the ordinary voting period. Voters should follow the instructions from the local election authority and bring the accepted identification or information required there. After voting ends, officials count the ballots and publish a result. Seats are distributed according to the election rules, and elected bodies are formed. Coalitions, agreements, and minority governments may follow because voters elect a parliament or council, not usually a directly elected national leader. Elections create influence but do not decide every issue directly. Parties make programmes and priorities, while elected representatives later negotiate budgets, laws, and compromises. Citizens can also influence politics between elections through public meetings, organizations, consultations, contact with representatives, and lawful democratic participation. The main limits are that one vote cannot guarantee a particular policy and that the system balances population support with geographic representation. A useful voter therefore compares party positions, checks which level of government has authority, and considers both national principles and local consequences.
