Arrival in Niger

Travelers who are not covered by a bilateral or community exemption generally need a passport or travel document with a Niger visa. Applications usually go through the Nigerien embassy or consulate serving the applicant's place of residence. A typical file contains the passport and a copy, a completed form in two copies and two 4 × 4 photographs. The chancery fee varies, and processing takes about 15 days. A visa at the point of entry is exceptional and requires prior authorization from the Ministry of the Interior. Air transit can be visa-free only when the traveler does not leave the airport grounds. Health preparation starts before travel. Travelers older than nine months need a yellow-fever certificate. Air-border controls also check yellow fever and meningitis; without the required proof, access may be refused, and vaccination may sometimes be available at the air border. Medical preparation should begin at least eight weeks before departure. Travel insurance and evacuation cover can be financially significant because medical access and costs vary greatly across Niger. Nigerien citizens returning to the country can contact a Nigerien embassy or consulate before departure. A certificat de déménagement, laissez-passer or identity document may support the return process, and a change of residence can be reported there. For other travelers, border control checks the travel document and entry permission. Niger has no general national procedure that registers every person immediately after arrival, and a visa or residence status remains a separate legal matter. Safety conditions affect the first journey and any onward movement. Niger faces high nationwide kidnapping and terrorism risks, while regional movement restrictions can change. Foreign travelers leaving Niamey may need military escort in some areas. Check the current instructions of local authorities before continuing travel, especially outside the capital. Initial access to services is decentralized. A commune or mairie and an officier d'état civil handle civil-status matters; centres de santé provide the first health contact and refer patients to hospitals when necessary; schools handle enrolment; and specialized protection services support people with protection needs. There is no general national Guichet Unique for every newly arrived person. In Niger, only 56.66% of the population lives within five kilometres of a health centre, essential-service coverage is below 38% and households finance more than 51% of current health spending themselves. Access differs sharply by region, and mobile or community services are particularly relevant in crisis-affected and remote areas. A child born in Niger is normally registered within 30 days. A birth in a health facility should be reported immediately or within a maximum of 10 days under the applicable registration process. Birth notification and the birth certificate are free, although a late-registration penalty may apply. This registration records the life event; it does not create a general residence register. Refugees and asylum seekers have a specific protection pathway. An asylum request can be submitted as a handwritten letter to the Ministry of the Interior through DGEC-R, together with a questionnaire and any available identity, family or travel documents. The provisional attestation serves as a residence document for three months and can be extended until a decision. For people from northern Mali, prima facie recognition may be handled in camps or host areas, at a security post or through a Guichet Unique, with an attestation renewable for one year. People from northeastern Nigeria may receive temporary protection with an attestation renewable for one year. The Guichet Unique in Niamey provides free, non-discriminatory reception, information, assistance and referrals to urban refugees and asylum seekers regardless of origin. It can be reached through the free Ligne verte at 0 800 12 12 using Orange, Airtel or Moov. Opening hours are Monday to Thursday from 08:00 to 13:00 and 14:00 to 17:30, and Friday from 08:00 to 14:00. Services are available in French, Hausa, Djerma, English and Arabic. Refugees and asylum seekers have the same access rights as Nigerien pupils in public education, and public schools are free. The Guichet Unique may help with school materials, uniforms, scholarships or public-school enrolment. Applications generally take place on working days from July to September. Useful documents include school certificates, an enrolment attestation, report cards and, where available, diplomas or civil-status records. Private-school fees are not covered by the public-school arrangement.
