Surroundings in Niger

Niger has no single nationwide service that manages all aspects of everyday surroundings. Communes handle local services and planning, while MEHA, the Ministère de l'Urbanisme et de l'Habitat, SPEN, Nigérienne des Eaux (NdE), ARSEau, NIGELEC and project teams have separate responsibilities. SPEN holds urban water assets, NdE has distributed water in urban and semi-urban areas since 2024, and ARSEau regulates the water sector. Services are concentrated in towns; rural and peripheral areas generally have weaker access. About 70% of urban settlements are informal, and around 60% of the urban population lacks improved sanitation. Infrastructure includes urban water networks, public standpipes, boreholes, mini-AEP systems, PEAs, drainage and electricity networks. AEP means adduction d'eau potable, or a system supplying drinking water through a network. The electricity access rate measured under the Multi-Tier Framework was 19.5% of households, while the National Electrification Strategy and Plan has a universal-access goal of 80% by 2035. Connection charges, tariffs, standpipe or PEA prices and operating costs depend on the local provider or project; no single nationwide household charge has been verified. Water access varies by indicator. PROSEHA-2022 reported basic water access of 43.7% nationally and optimal water access of 10.8% nationally, compared with 52.7% in urban areas and 3.9% in rural areas. It reported non-improved water sources for 31.3% nationally, 36.2% of rural residents and 1.0% of urban residents. Secure sanitation reached 4.1% nationally, basic sanitation about 8%, and basic handwashing 12.7%; open defecation affected 69.9% nationally, 81% in rural areas and less than 1% in urban areas. A 2023 sector profile used different indicators and reported 97.1% urban water coverage and 49.9% theoretical rural access, so figures must be read with their definitions. Supply can also vary by season and crisis conditions. The water resource is public, and dumping waste or wastewater into water bodies is prohibited. A borehole application is submitted to the commune. The Conseil des Ministres adopted a draft water-code ordinance in June 2026, but its entry into force is not treated as established here. Air problems commonly involve dust, smoke, odors and pollution linked to dry conditions, burning and urban growth. Loi N°98-056 provides rules against emissions, dust and odors and allows standards, protected areas and pollution alerts, but practical monitoring and air-quality indices are not uniform across Niger. Noise complaints are handled mainly through general environmental or nuisance channels and local authorities. The available evidence does not establish a reliable national numerical noise standard or a nationwide noise-measurement and complaint system, so local practice matters. Green-space measures include municipal planting and maintenance, reforestation, Mois Vert, Journée Nationale de l'Arbre and protection or rehabilitation of the Ceinture Verte de Niamey. A 2026 Niamey programme planned 100,000 trees. The Ceinture Verte covers about 2,331.35 hectares but faces pressure from urban expansion. Access to green space depends on the place and project; no nationwide entitlement to a particular amount of green space or general entry fee has been verified. Floods, drought, bush fires, sand and dust storms and extreme heat affect everyday safety. The Direction Générale de la Protection Civile, COVACC, National Meteorology, MEHA and communes support early warnings, public alerts, evacuation, drainage, flood barriers and crisis coordination. COVACC has a legal basis, and Niger adopted a 2025 roadmap for early warning for all, but warning and response capacity varies by region and security conditions. These services do not normally charge users, while warning periods and practical response depend on the hazard and location. Niger's environmental framework recognizes a right to a healthy environment, access to environmental information and public participation. Loi N°98-056 provides for information, participation, public environmental impact assessments and consultation. For PIDUREM projects, a free grievance mechanism uses local complaint committees and focal points for gender-based violence. Consultations may include communes, technical services, traditional and religious leaders, young people, people with disabilities, community radio and civil society. Tillabéri CityRAP used this broader participation model. There is no verified permanent nationwide neighbourhood forum. Spatial change is addressed through government, commune, environmental and urban-planning programmes, including PIDUREM, climate adaptation and resilient infrastructure planning. PIDUREM covers selected urban communes and their hinterlands rather than providing an automatic nationwide service. In Niamey, planned measures include 50 kilometres of drainage collectors and drainage roads in five arrondissements. Project access, timing and coverage depend on financing, location and implementation stage. This subject concerns the conditions experienced in shared residential and everyday spaces. Biodiversity and protected-area management, housing and tenancy law, and transport systems belong elsewhere unless they directly affect drainage, access or local spatial quality.
