The Consumer Protection Act 2024 covers people who acquire goods for personal consumption or use services. It also covers a business purchaser when the goods are bought for resale or for use as a service input. Nauru's Consumer Protection Authority is a three-member body under the Minister for Finance and began operating on 20 August 2024. It receives and determines complaints, informs consumers, monitors compliance and reviews or surveys prices. Businesses must display prices and provide a receipt showing the date, goods or service description, quantity, price and whether the transaction is wholesale or retail. False or misleading statements about nature, quality, quantity, origin, price, warranties, rights or remedies are prohibited. Prescribed safety and quality standards apply, and a recall can lead to replacement or a refund. Restrictive conduct such as price fixing, resale price maintenance, misuse of market power, black marketing, hoarding and profiteering is also prohibited. Consumer prices and availability are especially sensitive in Nauru because imports and island supply affect the market. Consumer Protection Price Control Order No. 2 of 2026 sets maximum retail prices of AUD 2.9888 per litre for diesel, AUD 2.5736 for petrol and AUD 2.3137 for Jet A1. A complaint normally follows a prescribed form, notice to the business, an investigation, a hearing and a determination. The Authority may inspect premises, seize goods and obtain business records; businesses must retain transaction records for seven years. The respondent has a right to be heard. The Authority may order the return of goods, a refund, compensation or special or general damages, and may refer licensing, prosecution or financial-investigation matters to the relevant body. No general consumer complaint fee or filing deadline appears in the located Act material, and a publicly documented complaint form, filing contact and service standard were not identified. A fixed penalty notice may be issued within 14 days after an alleged offence and paid within 21 days. The Act covers consumer supplies involving insurance, banker-customer services, non-bank finance, virtual assets and shares. It does not provide a general statutory warranty, cooling-off right or general repair, replacement or withdrawal rule in the located material. Contract terms that support anticompetitive conduct are unenforceable, but a contract dispute without a Consumer Protection Act contravention may require civil proceedings. Banking access is provided through the Commonwealth Bank of Australia Agency at Aiwo and Ewa, operating since 11 August 2025 and using AUD. Customers generally need primary photo identification for onboarding. Over-the-counter deposits and withdrawals are fee-free, and NetBank, the mobile app and debit cards are available, although the product range is limited. A debit card is targeted within 15 days; an uncollected card may be destroyed after eight weeks. The Commonwealth Bank of Australia was exempted from Nauru Consumer Protection Act requirements on 19 May 2025 because Australian consumer and competition regulation applies to it. No local financial ombudsman was identified, so ordinary service disputes normally begin with the bank's own terms and complaint process. Suspected fraud or suspicious financial activity should instead be reported to the Financial Intelligence Unit or the Nauru Police Force. Digicel Nauru accepts customer complaints through local number 123, international number +679 7003609 and NauruCustomerCare@digicelpacific.com from 8:00 to 24:00 daily. Prepaid terms govern the service, while remedies may involve re-supply, repair or replacement where fair and reasonable. The Consumer Protection Authority remains relevant to misleading conduct, prices, service quality and unresolved complaints. The Department of ICT manages government ICT infrastructure but is not a general digital-consumer ombudsman, and no general e-commerce withdrawal process was identified. Nauru Airlines provides a direct feedback form, while its Conditions of Carriage and fare rules govern refunds and rebooking. Baggage damage claims have a seven-day limit and delay claims a 21-day limit. Australian Consumer Law may apply in a relevant transaction, but Nauru has no dedicated travel consumer tribunal or ombudsman identified. Naoero Utilities Corporation provides power, water and sanitation; its published tariffs and direct contact number, 8881438, provide the first provider contact. No separate utility consumer regulator or formal escalation process was identified. The Pharmacy Act 2025 establishes pharmacy registration, licensing and standards for importing, registering and selling medicinal products. The Pharmacy Board handles pharmacist-related complaints. The Health and Medical Services Act 2025 covers pharmaceutical services, patient rights and responsibilities, and private health facilities, including the Naoero Medical Centre system. A public complaint form, complaint fee, filing deadline and specific product-refund process were not identified. False or misleading information, appearances, trading practices and representations can constitute offences. General maximum penalties are up to AUD 20,000 or one year of imprisonment for an individual and AUD 100,000 for a corporation. The Financial Intelligence Unit receives and analyzes suspicious activity reports, while the Nauru Police Force provides the criminal fraud and cybercrime process. The Department of Justice and Border Control has warned that the International Services Authority of Nauru, or ISAN, is unrecognized and fraudulent; do not make a payment or enter an agreement with it. Preserve receipts, contracts, screenshots and transaction data when reporting a suspected scam.
Consumer protection in Nauru
Consumer protection in Nauru gives buyers and service users rights concerning prices, receipts, truthful business conduct, safety, quality and remedies. The Consumer Protection Authority can receive complaints, investigate businesses and order refunds, returns, compensation or damages. Separate complaint channels exist for banking, telecommunications, travel, utilities, medicines and suspected fraud.
Tip
Treat receipts, contracts, screenshots and transaction records as your evidence, and complain to the provider first when that can solve the problem quickly. Use the Consumer Protection Authority for misleading conduct, price, safety, quality or remedy disputes, while sending suspected fraud to the Nauru Police Force or Financial Intelligence Unit. Sector deadlines are decisive for Nauru Airlines, and banking disputes require particular care because the Commonwealth Bank of Australia has its own terms and an exemption from Nauru's Consumer Protection Act requirements.
